Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Physical Scientist (Direct Hire Authority). Duties

Plans, coordinates and performs studies, in coordination with other physical scientists, civil engineers, and biologists involving the analysis and evaluation of the flow, sediment transport, and ecological flows in the Middle Rio Grande River, Pecos River, and Rio Grande Project. Analyzes river conditions, geomorphology, channel geometry, water surface elevations, water volumes and velocities, sediment sizes, sediment transport, groundwater, and water quality parameters. Performs contract administration duties and serves as Contracting Officer Technical Representative (COTR) or Grants and Cooperative Agreements Officer Representative (GCAOR), for data collection service contracts; prepares delivery orders, task lists, inspects work, reviews and processes invoices. Serves as a member or crew chief of a field river data collection crew which requires significant physical effort, and judgment of real-time river conditions to determine the appropriate river data collection methods. Oversees the storage, maintenance and purchase of the equipment used by the River Analysis Group for hydrologic data collection and surveys.

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. You must meet the BASIC Requirement *AND* meet the ADDITIONAL Requirement in order to qualify for this position. BASIC Requirement for the 1301 series: Degree: Successfully completed a Bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Note: You must submit your transcripts. OR Combination of Education and Experience: Courses equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine the your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. NOTE: You must submit a copy of your transcripts as proof of any claimed education. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided you with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. *AND* MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least 3 of following: 1) Reviewing and analyzing scientific data on river conditions, geomorphology, channel geometry, water surface elevations, water volumes and velocities, sediment sizes, sediment transport, groundwater, and water quality parameters. 2) Conducting studies or analyses of of hydrologic, sediment, and hydraulic data. 3) Providing technical guidance and analyzes a wide variety of information pertaining to hydrologic and meteorological data. 4) Coordinating or collaborating on efforts with other scientists, specialists, special interest groups, stakeholders, and members of the general public to resolve possible water way and water systems problems. OR Education: Successful completion of all requirements for a doctoral degree (Ph.D. or equivalent), possession of a Ph.D, or 3 full academic years of progressively higher level graduate education leading to a doctoral degree, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of this position (e.g., physical science, engineering, or mathematics, or other directly related field). One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. Note: You must submit your transcripts. OR Combination: Successful completion of a combination of Education and Experience: Education described in "B" above and specialized experience described in "A" above such that the percentage of required experience plus the percentage of required education equals 100%. To calculate, first determine your total number of graduate semester hours beyond 36 hours, and then divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience. Only graduate education in excess of two years (i.e., 36 semester hours or above the Master's level) may be combined with experience. NOTE: You must submit a copy of your transcripts as proof of any claimed education. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 12/07/2023. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
