These position are located in the BLM Oregon State Office, and may be filled in the Lakeview and/or Vale Oregon Districts. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Duties

Salary Ranges: GS-05 : $37,696 - $49,009 GS-06 : $42,022 - $54,625 GS-07 : $46,696 - $60,703 All GS-levels: This is a permanent full time position. In addition to the major duties described below, the position will be responsible for data compilation, file administration, and establishing compliance schedules during the non-field season (approximately November through April). GS-5 and GS-6 Developmental: Provides technical support and assistance to the rangeland management program through day-today coordination with rangeland management specialists as well as other programs such as fuels, wildlife, and riparian staff specialists. Conducts field assessments for compliance with grazing authorizations and objectives identified in allotment management plans or their equivalent. Conducts monitoring, under close supervision of professional resource staff, of upland and riparian conditions. Regular field inspections and maintenance of range improvements as well as use of GPS and GIS to document location of such projects, as well as condition. May also be responsible for construction of new developments. Assists with grazing administration such as reviewing and processing transfers and renewals. GS-7: In addition to the duties associated with the GS-5 and GS-6, the position's main duties include: ensuring all stipulations in grazing permits and/or leases under area of responsibility are complied with and recommends appropriate actions to resolve conflicts or trespass situations; recommends intensity of compliance schedules; provides information regarding project maintenance and condition as well as assisting with development of cooperative agreements and/or range improvement permits; assists with processing annual grazing bills and assists in updating case file and allotment file information. Responsible for assisting with the processing of grazing preference transfers. Independently conducts range studies, as well as assists with training of seasonal employees, for the purpose of an allotment evaluation. Makes recommendations based on preliminary interpretation of the resource data and explains efforts to permittees. Plans and conducts range inventory; summarizes and evaluates data to help inform and make recommendations on resource management.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-05: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) collecting information on livestock for records or reports; (2) utilizing Geographic Information Systems (GIS) to orient to location and read maps; (3) inspecting/inventorying/maintaining condition of fences and water developments; (4) operating all terrain and/or four wheel drive vehicles to do field work. OR Education: Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 6 semester hours in mathematics is creditable. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-06: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: : 1) documenting and collecting reports for updating and maintaining records; 2) utilizing Geographic Information Systems (GIS) to create maps for field work; (3) assists with monitoring of agreements and permits for conformance to specifications; (4) operating all terrain and/or four wheel drive vehicles to do field work. GS-07: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) serving as crew lead for rangeland specific projects; (2) monitoring rangeland vegetation for utilization; (3) plans and conducts range use supervision and allotment inspections for conformance to specifications; (4) provides assistance in organizing and documenting grazing administration files. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). One year at the GS-04 is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-06 level. One year at the GS-06 is required to meet the time-in-grade requirements for the GS-07 level. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

There is no substitution of education for experience at the GS-06 and GS-07 grade level(s) of this announcement.
