This position is located at the VA Black Hills Health Care System in Fort Meade, SD and Hot Springs, SD. The primary purpose of the Administrative Officer (AO) is for supporting high quality, accessible, cost effective health care services.
Duties
Duties include, but are not limited to, the following:
Deploys an analytics system for the collection and analysis of inpatient and outpatient care patient feedback for access and quality measures;
Develops sustainment and continuous improvement plans for the service line;
Incorporates Lean management, system redesign, and process improvement;
Provides training and orientation on policies, procedures and performance measures;
Collects and analyzes trended data sets to assist in the allocation of resources;
Provides feedback and assistance in the development of both long-and short-term policies and plans for the service line;
Develops flexibilities in operations cost-effective approaches to ensure Veteran and employee satisfaction;
Leads and provides direction for budgeting and financial management operations;
Directs the personnel management program for the service line;
Performs other duties as assigned
Work Schedule: Monday-Friday; 7:30am-4:00pm

Qualifications
Specialized Experience: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in Federal service. Examples of specialized experience include overseeing the administrative functions of a medical office, organization, or program; analyzing data related to productivity and efficiency; developing the strategic plan and fiscal budget; and performing statistical analysis This experience must be detailed in your resume to receive credit. ~OR~
Education: A Ph.D., equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M.in a related field that demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required. ~OR~
Combination: An equivalent combination of specialized experience and progressively higher-level graduate education as described that demonstrates your ability to perform the duties of this position. Your experience must be detailed and transcripts required.

Physical Requirements: The work is primarily sedentary, although some duties may require extensive walking per day. The work performed is of a precise nature requiring long periods of concentration that is often interrupted.
