This position is located at Bureau of the Fiscal Service, Fiscal Accounting, Division/Branch as assigned. As a Financial Analyst, you will be collaborating with the Program Manager on the development, execution, and evaluation of policies, plans and techniques relating to the financial analysis methodology and policy development.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Assist higher level specialists in developing, implementing, and evaluating the framework necessary to perform the financial analysis relating to the financial condition of insurance companies applying for and currently holding Treasury Certificates of Authority as acceptable sureties on Federal bonds and Treasury approved Admitted Reinsurers. Assist in the continuous development, implementation, and evaluation of the financial analysis framework to ensure certified companies, admitted reinsurers and new applicants have met the financial soundness criteria in light of the following: (a) technological advancements, (b) changing economic conditions, (c) changing industry practices/policies and (d) budgetary constraints. Establish contacts with various entities impacting the surety and insurance industries to ensure the Surety Bond Program is kept informed of the most current developments within the insurance industry. Contacts are maintained with the Fiscal Service's legal counsel involving both daily operation procedures and unique scenarios requiring more definitive legal interpretations. Unique scenarios could include negotiating with insurance companies, insurance associations, and/or government agencies on matters other than financial condition, solvency and establishing underwriting limitations. Perform financial analyses of low, moderate and high risk corporate insurance companies, which involve detailed analysis of complex financial reports, transactions and activities that can potentially mask deteriorating financial conditions. Is required to thoroughly document the results of the financial analysis utilizing the results to provide guidance on whether the corporate insurance company has the ability to keep and perform its contracts in accordance with Treasury regulations. Finally, the financial analysis process could typically include negotiating with insurance companies concerning adverse developments and on site review of the companies' operations (where applicable). Act as a liaison with Federal agencies involved in bonding activities with the objective of improving government collection efforts. This liaison relationship includes the sharing of information, the education of government agencies concerning potential bonding problems, and compiling and interpreting agency data to determine trends, issues, etc. that could materially affect the Federal government's ability to collect funds.

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Experience performing low, moderate or high risk accounting, auditing, financial analysis, or financial reporting for various types of business corporate organizations; OR - Performing risk-focused financial examinations to determine solvency and regulatory compliance for property or casualty companies, life or health insurance companies, banks or any other financial institutions; OR - Public accounting (auditing or consulting) experience related to various types of business corporate organizations; OR - Experience assisting in developing, testing or analyzing internal controls for various types of business corporate organizations Specialized Experience For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: - Experience performing low, or moderate risk accounting, auditing, financial analysis, or financial reporting for various types of business corporate organizations; OR - Public accounting (auditing or consulting) experience related to various types of business corporate organizations; OR - Experience assisting in testing or analyzing internal controls for various types of business corporate organizations; OR You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. Example: Combining Education and Experience may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. Specialized Experience For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes: -Experience, in writing and in person, presenting findings to varied audiences, exchanging ideas, and presenting recommendations; AND -Researching and analyzing financial and/or insurance documents; AND -Interpreting and applying financial and/or insurance policies and procedures. OR You may substitute education for general or specialized experience as follows:Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D.; in order to be qualifying, education must be in a related field. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. A combination of the following: more than 1 full year of progressively higher level graduate education, if related, and experience, may be used to meet total qualification requirements. If qualifying based on education: Undergraduate and Graduate Education: Major study must be in one of the following-- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. Specialized Experience For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized Experience for this position includes: -Experience, in writing and in person, presenting findings to varied audiences, exchanging ideas, and presenting recommendations; AND -researching and analyzing financial and/or insurance documents. OR You may substitute education for general or specialized experience as follows: One full year of graduate level education in a related field; OR Superior Academic Achievement. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. If qualifying based on education: Undergraduate and Graduate Education: Major study must be in one of the following -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks. For the GS-11, you must have been at the GS-09 level for 52 weeks. For the GS-09, you must have been at the GS-07 level for 52 weeks. For the GS-07, you must have been at the GS-05 level for 52 weeks.
