THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Military membership is NOT required. This ND National Guard position is for aSOCIAL WORKER, Position Description Number T5012000 and is part of the ND AMEDD, National Guard.

Duties

As a Social Worker in the JFHO, Office of the State Surgeon, you will, facilitate preventive, remedial, and support services to optimize psychological health and readiness of National Guard (NG) military members and their families. As part of the Office of the State Surgeon, the incumbent exercises technical oversight of behavioral health (BH) programs and supports the development of an annual program strategy to determine priorities, gaps, needs, and means to achieve annual goals. Serves as a state liaison to the Army National Guard (ARNG) and Joint Surgeon BH programs; ensures timely and accurate state BH reporting and represents the state on ARNG BH Work Group. Major duties focus on coordination and implementation of BH programs and processes encompassing: (1) outreach and education, (2) population health surveillance, (3) command consultation, (4) screening and evaluation, (5) crisis intervention, (6) physical profiling, (7) treatment referral networks, (8) case management efforts, and (9) quality assurance. Responsibilities include providing primary, secondary, and tertiary prevention programs, specialty training for NG health care professionals and other personnel on issues related to the psychological health of Guardsmen and their families, and multi-level community organization, collaboration, and enhancement. Supports the psychological health team in developing and executing an annual BH program strategy. Develops relationships with military and community groups to enhance prevention efforts and expand available BH resources. Coordinates and implements prevention and education programs. Conducts comprehensive needs assessments and Strengths, Weaknesses, Opportunity, and Threat (SWOTI analyses that form the basis for program development activities. Conducts clinical screening, evaluation, and consultation services. Builds efficient processes to manage BH referrals and case management services. Conducts population-based behavioral health surveillance to examine trends and further develop targeted prevention and mitigation strategies. Provides consultation, education, and training to military and non-military health care professionals concerning behavioral health policy, psychological fitness, and primary and secondary prevention programs.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposition is mandatory.
  • You must be able to obtain and maintain a secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Must have 24 months of experience in clinical social work assignments.
  • Possess a current, unrestricted State license to practice clinical social work independently.
  • A Master's in Social Work from an institution accredited by the Council on Social Work Education is required. Substitute degrees will not be accepted.

This information is needed to determine if you are qualified for the position. GENERAL EXPERIENCE: Applicant must have 24 months of experience in clinical social work assignments. SPECIALIZED EXPERIENCE: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Provide expertise in behavioral health services including clinical concepts, principles and skills in the practice of Behavioral Health methodologies, such as casework, group work, community organization and consultation. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Refer to "How you will be Evaluated" section of this announcement. Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Education

This position requires a current, unrestricted U.S. State license as a Licensed Independent Social Worker (LISW), a Licensed Clinical Social Worker (LCSW), or a Certified Independent Social Worker (CISW). Please provide a copy of your license with your application.

Master's degree, or higher doctoral degree, in social work from a school accredited by the Council on Social Work Education.

To receive credit for education, you must provide supporting documentation of proof that you meet the education requirements for this position.
