The Medical Admin Specialist position is located in the Primary Care Service at the White River Junction VA Medical Center CBOC locations in Vermont providing coverage in New Hampshire. There is a position at each CBOC located at Bennington, Vermont providing coverage at the Rutland CBOC; Newport, Vermont providing coverage at the Littleton, New Hampshire CBOC; and Brattleboro, Vermont providing coverage at the Keene, New Hampshire CBOC. These positions are full-time at 40 hours per week.

Duties

The CBOC is a satellite of the White River Junction VAMC and provides quality patient care and teaching for health care trainees and students. The clinic is responsible for providing a variety of outpatient care. In addition this person serves as the liaison between the clinic and outside the organization. Duties include but are not limited to: Responsibility for a broad range of administrative issues in the clinic or clinics they oversee, which encompasses multiple disciplines, services, and programs. Performs duties directly contributing to the administrative management of the clinics, and supports the functioning of the clinics in aspects described below, and by carrying out all other duties as assigned. Services include: budget management, programmatic planning, performance monitoring and improvement, contracting COTR, property management, safety, as well as various aspects of staff support, customer service, and public programs. Provides administrative support for planning and quality care functions carried out by multiple care lines and helps support the educational functions of the clinic as appropriate. Resolves administrative and management problems. The position requires an understanding of the critical balance between the administrative and clinical functions in the health care delivery system and the ability to coordinate and control programs and resources to achieve the balance. Interface with the White River Junction (WRJ) based service line staff to assure that re sources are allocated properly and that the respective WRJ based service line management and administrative staff provide appropriate and sufficient support and supervision to their respective CBOC based clinicians. Assists the CBOC leadership team, Primary Care Service Line Manager, CBOC Clinic Medical Director with planning, programming, policy implantation, management, direction, and control of the clinic. She/he has authority to act for their director supervisor in all areas that do not involve the actual treatment of patients. Responsible for ensuring the Environment of Care standards are maintained in accordance with Joint Commission requirements and other directives. Responsible for the development, implementation and monitoring of all safety/security programs and policies in the clinic seeking guidance from the hospital safety and security staff when necessary. Requests for repairs, installations or other types of work will be made to the appropriate VA department (or non-VA entity when necessary) Coordinates hiring activities, including administrative orientation of clinical staff; serves as a Record Liaison Officer for assigned location, maintains personnel records and prepares all documents relating to personnel actions. Responsible for the approval of leave in VATAS and certification of time cards for the Primary Care service line as well as service lines stationed at the respective CBOC. Knowledgeable about information technology issues and is the CBOC ADPAC for all service lines. Works closely with the Clinical Applications Coordinator in educating and supporting all clinic staff and trainees. Performs additional duties as assigned. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS 05. For a GS 09 position you must have served 52 weeks at the GS 07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS 07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS 05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of health care delivery systems and the coordination required between administrative and clinical services, and necessity to coordinate clinical services between non-VA facilities and VA facilities. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of the theory and principles of management and organization including administrative practices and procedures common to health care organizations. Ability to use qualitative and quantitative employees to obtain information about organizational missions, functions, and work procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. Degree must be relevant to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. The education and experience must be directly related to the work of the position to be filled. GS 09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of health care delivery systems and the coordination required between administrative and clinical services, and necessity to coordinate clinical services between non-VA facilities and VA facilities.
