The primary purpose of this position is to provide a Lead Education Services Specialist to assist the Education Services Officer (ESO) in providing professional and specialized administrative and technical assistance in the development of the installation's education services program.

Duties

Serves as Team Leader. Serves as primary Test Control Officer (TCO) for the Air Force Institute Advanced Distributed Learning (AFIADL) testing program and Defense Activity for Non-Traditional Education Support (DANTES). Cost Center Manager for the military Tuition Assistance (TA) program and Government-Wide Purchase Program (GPC). Performs staff assignments related to program planning, monitoring and/or coordination of education activities between the functional area staff, Military Equal Opportunity/contractors and HQ AFSOC. Participates on teams, committees, and panels in support of special projects or programs.

  • Must meet degree requirements to be appointed DANTES primary or alternate Test Control Officer, in accordance with AFI 36-2649.
  • It is desirable that the incumbent possesses administrative, managerial, budgetary, statistical and negotiating skills as well as knowledge of Air Force education programs and educational administration including test administration and control.
  • This position requires the employee to occasionally travel away from the normal duty station; the employee must be willing and able to travel on military and commercial aircraft.
  • Must be able to obtain and maintain a Secret Clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher) degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below: (1) Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner. (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. NOTE: You must submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility. Knowledge of education theories, principles, and techniques, and the ability to use those techniques to gather educational and personal information in order to advise individuals regarding educational and vocational needs/opportunities. Knowledge of military and civilian occupations and occupational trends and the physical, mental, education, and experience requirements of various occupations applied with a knowledge of educational institutions and programs to make appropriate recommendations. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. OR EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to a Ph.D. degree which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, rules and regulations governing education and training programs. Professional knowledge of education theories, principles, procedures and practices of post-secondary, adult or continuing education programs and their accrediting process. 2. Knowledge of the military training and education programs, including officer and enlisted programs available to active duty and retired members. 3. Knowledge of Education Services Center organizational infrastructure, mission, work processes and directives to ensure recommendations are compatible with long and short range plans and goals. 4. Ability to apply professional knowledge of various occupations and to furnish support to programs of general education for adults, including occupational specialty related courses, basic academics, and other adult programs. 5. Ability to act as Test Control Officer, developing systems to ensure testing programs are free from loss or compromise and to ensure proper security, administration, control of test materials are accomplished in a timely and appropriate manner. 6. Ability to plan, lead others, organize work, meet deadlines, and adjust work operations and program objectives to meet emergencies or changing programs within available resources and with minimum sacrifice of quality or quantity of work; ability to establish performance goals and assess progress toward their achievement; and ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
