Duties

The Equal Opportunity Assistant will assist with the planning, developing, administering, evaluating, and advising of the internal Equal Employment Opportunity (EEO) program at the Carl Vinson VA Medical Center. Duties to include: Responsible for providing a wide range of administrative and technical support and for performing a variety of duties to ensure that all EEO program activities are administered and implemented accurately and timely to include, but not limited to preparing EEO program correspondence and publicity material, gathering confidential and sensitive documentation, creating, and maintaining suspense files, and serving as the EEO records custodian. Serves as a point of contact for the EEO program and provides customers with information on the EEO Complaint process, Harassment Prevention Program (HPP) process, Alternative Dispute Resolution (ADR) and Special Emphasis Programs (SEP). Applies knowledge of EEO regulations and procedures to various situations to assist and advise customers on appropriate processes and alternate forms of conflict resolution. Gathers preliminary information on concerns to brief the EEO Manager, EEO Specialists, and other entities as necessary. Creates, completes, and maintains EEO complaints, HPP complaints, and ADR case status report databases using various tracking systems. Serves as EEO Office Fund Control Point Clerk, Purchase Card Holder, and Contracting Official Representative ensuring adequate supplies and services. Maintains the Medical Center's EEO Intranet site and provides broad program support and administrative responsibilities such as recording and drafting committee minutes, coordinating, and planning the logistics for ADR, meetings, training and performing other EEO Program duties as assigned. Assists with drafting EEO Program Status Report, Federal Equal Opportunity Recruitment Program (FEORP) Report, Disabled Veterans Affirmative Action Plan (DVAAP) Report and other EEO reports, and surveys as required. Assists with planning, developing, modifying, and facilitating EEO program trainings to include New Employee Orientation, EEO Basics, and Prevention of Sexual Harassment. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/30/2023. TIME-IN-GRADE: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 grade position you must have served 52 weeks at the GS-6 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one-year of Time-In-Grade, as required by this job announcement. In that instance, you must provide an additional SF-50 that clearly demonstrates the one-year Time-In-Grade requirement has been met. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. SPECIALIZED EXPERIENCE: You must have 1 year of specialized experience equivalent to at least the next lower grade GS-6. Examples of specialized experience for this position would typically include, but are not limited to: Providing a wide range of administrative and technical support. Preparing correspondence and publicity materials using Microsoft Office applications. Preparing statistical and qualitative reports to individuals at varying organizational levels. Applying knowledge of control point functions and accounting principles to effectively maintain program budget. Assisting with the planning and execution of various EEO trainings to include New Employee Orientation, Equal Employment Opportunity Basics, Sexual Harassment Prevention, etc. You will be rated on the following Competencies for this position: Customer Service Administrative Law Financial Management Data Management Teaching Others Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but requires mobility within departments and throughout the Medical Center. This individual must be able to perform walking, light lifting, standing, bending, carrying files and supplies, maintenance of hardware, i.e., slide projectors, overhead projectors, easels, etc. and be able to sit at a desk and input data into a computer as required.
