Incumbent serves as Education Program Specialist for the Center for Learning. The incumbent will identify, develop, coordinate, evaluate and implement educational programs that will support the professional development of multi-disciplinary staff at the VASLCHCS and in the local community, providing consultation and assistance to staff development coordinators and others in the implementation of educational programs and projects.

Duties

Some of the duties associated with this position include, but are not limited to the following: Talent Management System (TMS) Domain Administrator. Uses new technology in the implementation of software applications, educational program development and integration of education delivery systems. Independently performs work involving liaison with policy-level officials within the agency to ensure that the Department views and interests are promoted with respect to current and emerging policy issues. Arranges for authoritative speakers to address professional and civic groups. Understands administrative rules, regulations, and concepts and can perform these tasks independently. Uses Microsoft Office products to develop presentation materials, spreadsheets, and documents to support the function of the unit. As TMS Domain Administrator, trains new users i.e., Education Representatives, Preceptors, Unit Educators, new Administrators and others as assigned. Plans, promotes, and develops education programs and projects. Designs a program for the area of assignment by analyzing the need for personnel, facilities, supplies, and materials, prepares budget requests, stimulates the appropriation of fiscal support, prepares a program plan, and provides ongoing advice and assistance in the program's implementation. Instructs courses in a Program of Instruction. Responsible for courses covering advanced technical systems or subject matter areas, and are not standardized or pre-structured. Performs work associated with the evaluation of course in training programs. Independently evaluates course, planning and conducting validity and reliability studies to analyze such things as test items prepared by instructors. Develops recommendations for course revisions. Performs duties involving the instruction of training courses or the modification of course content and/ or materials. Work Schedule: Monday - Friday; 8:00am to 4:30p, Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements: Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. or Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below. or Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. or At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. In addition to meeting the IOR, candidates must also meet the below grade requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using new technology in the implementation of software applications, develops and integrates education delivery systems, problem solve system issues, refers to appropriate resources for consultation, trains new users and designs and generates highly complicated educational reports. Plans, promotes, and develops education programs and projects. Designs a program for the area of assignment by analyzing the need for personnel, facilities, supplies, and materials, prepares budget requests, stimulates the appropriation of fiscal support, and provides ongoing advice and assistance in the program's implementation. Performs work associated with the evaluation of course in training programs. Independently evaluates course planning and conducting validity and reliability studies to analyze such things as test items prepared by instructors. Develops recommendations for course revisions. Performs duties involving the instruction of training courses or the modification of course content and/ or materials.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to interviews, meetings, and sources of information.
