The Primary purpose of this position is to serve as the Nuclear Materiel Management Deputy Division Chief responsible for providing technical data management, operational analysis and in-field engineering capability. The primary purpose of this position is to serve as a recognized expert in the design, development, and adaptation of scientific and engineering methods and techniques to inform decisions on technology insertion, digital materiel management and acquisitions and provide managerial oversight of two branches at Kirtland AFB, NM and the Engineering Liaison Office at Ramstein AB, Germany.
DUTIES:
Provide technical and/or administrative direction to three branches to execute nuclear materiel management requirements.
Design, research, and conduct complex, major developmental studies that are unique, difficult to define, and require unconventional approaches.
Provide recommendations for advancing specialized programs and/or methods, and evaluates and advises on the feasibility of new technology and state-of-the-art for incorporation into existing systems and equipment.
Perform complex and comprehensive analysis and utilizes systematic, disciplined, and quantifiable approaches to develop and implement new applications or technologies to resolve unique nuclear materiel management issues.
Lead multifunctional teams to address materiel issues related to air delivered nuclear weapons.
Lead the division in the absence of the Division Chief.
The ideal candidate should have:
Experience leading diverse working groups or teams, setting clear mission objectives and providing team feedback.
Experience in providing technical guidance and independently resolving unique problems and issues involving the development of models and/or programs.
Clear ability to communicate both up and down the chain of command on program status, requirements, problems/analysis/solutions and promoting program objectives.
An understanding of the nuclear certification process as part of the acquisition process.
Knowledge of a wide range of advanced multidisciplinary professional scientific and analytical concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods.
Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment.

- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance. Must be TS/SCI eligible
- This may require travel.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within required timeframe after appointment.

Development Program (APDP).
- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months

- Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and mastery of a broad range of methods and techniques used in classical and modern advanced operations research studies and possession of analytical abilities.
Knowledge of expert quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/ or studies within established financial and/ or time constraints.
Ability to recognize and use correct English grammar, punctuation, and spelling; communicate information in writing in a succinct and organized manner; and produce written information, including technical material, which is appropriate for the intended audience.
Ability to develop and utilize appropriate data collection techniques.
Education
Degree: Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Degree: Engineering; To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
