This position is located within the Northwest Irrigation and Soils Research Laboratory (NWISRL) of the Agricultural Research Service (ARS) for the U.S. Department of Agriculture (USDA), in Kimberly, Idaho
In this position, you will plan, direct and oversee the day-to-day operations of the facilities and farms. You will supervise the maintenance, remodeling, repair and long-term functionality of the facility, associated buildings, structures, and grounds.
Duties
Develops and maintains annual and long-range standard operation and maintenance plans and procedures for the buildings and associated facilities.
Identifies building system problems and develops appropriate repair plans utilizing in-house staff or contractor resources as required for electrical, plumbing and HVAC repairs and alterations.
Prepares statement of work (SOW) for facility and farm modifications and repair projects.
Coordinates all crop production activities on research farms including tillage, planting, irrigation, pesticide applications, harvest and sale of crops.
Serves as advisor to the research leader and administrative officer regarding facilities and farm operation and management in accordance with the ARS facility programs and in support of the research mission needs of the Location.
Maintains facility project records and documentation including drawings specifications, manuals, warranty information, and building modifications.
Provides technical and administrative supervision for permanent and temporary staff.

GS-09
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience overseeing research, production agricultural operations, or building management services to evaluate work in progress and determine which resources are required; and serving as a contract representative for contracts dealing with facility or farm modifications.
OR
Education: Successful completion of a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree or LL.B or J.D., if related. Related degrees may include agriculture, engineering, industrial arts, property management, or business administration.

A combination of education and experience as described above.
GS-11
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing research or production agricultural operations; developing and maintaining long-term annual maintenance goals; ensuring safety or environmental requirements are met; and providing cost estimates for the maintenance or repair services for all equipment, systems, and buildings.

Education: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Related degrees may include agriculture, engineering, industrial arts, property management, or business administration.
OR
A combination of education and experience as described above.
Physical Demands:
Work involves tasks and visits throughout the federal facilities and requires physical exertion (walking, standing, bending, inspecting and adjusting technical devices). Routine operation of agricultural equipment is required. More strenuous activity may be required, such as inspecting inaccessible utilities, climbing ladders, repairing farm equipment or assisting in lifting heavy objects (up to 50 pounds), and using appropriate equipment. Occasional travel is required.
Work Environment:
Work is in an office setting, greenhouses/head house, shop, farm fields and other facilities. Farming and repair work may occur in a harsh outside environment under hot temperatures or muddy conditions. The incumbent must continually stay alert and take special safety precautions including wearing special protective items such as safety glasses or goggles, respirator, gloves, steel toe shoes, hardhat, etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
