This position is located in the Facilities Management Service of the Truman VA Medical Center in Columbia, MO.
Duties

Manages, controls, coordinates, and executes construction projects;
Acts as the point of contact for assigned projects, communicates project/activation status to internal and external stakeholders, conducts regular progress review meetings, and submits appropriate written progress reports;
Controls and manages assigned project budgets and schedules;
Coordinates/implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project;
Establishes project scope, parties, assumptions and risks, contingencies, and performance measurement criteria;
Assists with transition planning and execution, equipment planning, procurement, installation, engineering change proposals, actions impacting the construction/completion of the project and other functions required to provision and transition operations into the new project;
Provides technical support and medical construction information to help ensure the project meets the required standards;
Investigates bottlenecks and related operating problems, confers with project stakeholders on problems of control, administration, and safety of projects, and makes decisions to address specific issues;
Ensures all project actions and issues are documented, coordinated, tracked, and resolved;
Performs quality management, coordinates utility interruptions with services, and ensures obligations are met within allotted time frames;
Participates in medical center meetings and committees affecting long-range and short-range courses of action for assigned projects and provides input to the operating budget related to projects assigned;
Works with leadership to coordinate space and equipment planning from conception through activation through an in-depth knowledge of use requirements and availability of resources to fulfill these requirements;
Ensures that finished plans are formulated in accordance with and comply with commercial building codes, safety and environmental guidelines and the VA master specification for all renovation and new construction projects;
Develops and maintains cost estimates in coordination with design consultants and works with construction contractor to track and project progress and milestones;
Manages and maintains project programming and scheduling, funding, budgeting, coordination, financial planning, milestone monitoring, miscellaneous studies, analyses, and reporting activities;
Recommends allocation of project funds and cost reports to assure charges are authorized, identifies unauthorized charges, and assures corrective actions are taken for the ultimate disposition of inappropriate charges;
Prepares contract specifications to include complex statements of work and obtains accurate and sufficient data to support continuation or cancellation of contractual obligations through quality monitoring;
Prepares contract solicitation packages for submission to the Contracting Office for award of the necessary contract services;
Performs related duties as required.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications
MINIMUM QUALIFICATIONS GS-11: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in Federal service. Specialized experience includes: performing work related to construction project management and procurement; performing construction inspections to ensure compliance with contracts; and preparing contract documents and construction estimates. This experience must be detailed in your resume to receive credit. ~OR~
A Ph.D., equivalent graduate degree, or 3 years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required. ~OR~

Physical Requirements: Work requires long periods of standing, bending, and stooping to observe and study work operations in project construction areas/sites, and lifting of light to moderate heavy items weighing less than 50 pounds. The work is typically performed in areas that are adequately lighted, heated, and ventilated. The work environment also involves everyday risks or discomforts that require normal safety precautions as there are regular and reoccurring visits to the project construction sites, mechanical equipment rooms, confined spaces, and other spaces that are noisy, dusty, where strong odors exist, dirty and close quarters which may involve moderate risks or discomforts. Personal protective equipment (PPE) is required in many of these spaces and required to be worn to ensure safety. There will be occasional exposure to moderate risks or discomforts in storage areas, mechanical equipment rooms, boiler plants and steam tunnels, outdoor conditions involving exposure to cold/hot weather, rain, and wind.
