Vacancies will be filled in the following specialty areas:
HCO OHRS - HC Strategy Planning
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
25% Develops program evaluation plans and methodologies to conduct studies related to organization efficiency and researches and analyzes potential improvements, management systems, processes, and data to evaluate for increased program effectiveness. Identifies processes for improvement and coordinates effective resource management for assigned projects and program objectives. Is responsible for developing and managing systems encompassing scheduling, budgeting, reporting, forecasting, and controls for current and future year effectiveness of assigned projects and programs.
25% Leads the development of detailed plans, goals, and objectives for short and long-range implementation, administration, and changes of assigned program areas, and develops criteria for evaluating the effectiveness of projects and/or initiatives. Determines the required information and accomplishes data acquisition, review, analysis, and subsequent development of alternative strategies or information documents through coordination with other personnel, as appropriate. Obtains advice and suggestions from relative leaders, functional advocates, external stakeholders, and/or other operational personnel to accomplish program objectives to achieve desired organizational strategies and outcomes. Develops alternate strategies and circulates across organizational lines of business, as appropriate, for review and comment. Participates in working groups and cross-functional teams, as needed to discuss alternatives and develop organization consensus on matters related to assigned projects and program areas.
20% Demonstrates expert technical knowledge in multiple business functional areas including but not limited to policy analysis, program oversight, evaluation activities, strategic planning, and research coordination. Research and/or analyzes unstable or complex program issues. Based on conditions and factors that relate to the assigned program and related programs, the incumbent determines what information is required and collects data from many sources. Reviews information, reconciles conflicting data, and devises new or modified methods to analyze findings. Develops recommendations and proposals.
10% Manages workforce planning contract support, to include consulting on the content delivery, monitoring and evaluating contractor services, scheduling training and ensuring payment of contractor.
10% Analyzes new or proposed legislation or regulations to determine impact on program operations and management as it related to workforce planning strategy and programs to advise IRS leadership on workload analysis and distribution of work among positions and organizations and the appropriate staffing levels and skills mix to ensure the agency can carry out its mission.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

QUALIFICATION REQUIREMENTS: To qualify for this position you must meet the qualification requirements outlined below:
GS-14 Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes: Experience utilizing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to conduct broad analytical studies and/or projects relating to substantive, mission-oriented programs. Knowledge of the organization's goals and objectives including the sequence and timing of key program events and milestones, and its interrelationships with other programs and key administrative support functions. Experience serving as a project manager leading other analysts in various analytical studies and projects to resolve substantive problems or improve effectiveness and efficiency of operations. Experience presenting findings, delivering briefings, and facilitating training for employees, managers, and/or Executives.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
