This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Forester, GS-0460-09 developmental GS-11 position for the U.S. Army Corps of Engineers, Fort Worth District, Fort Worth, TX. You may be non-competitively promoted to the full performance level of GS-11 when eligible and at management's discretion.

Duties

Conduct field inspections and administer harvest operations to ensure all terms of the contract are fulfilled and that acceptable forestry logging practices are being performed. Ensure timber harvesting activities comply with the mandatory best management practices. Confer with the Southwestern Division (SWD) Forester, Post/Project Forester, Facilities Engineer, Range Officers and other agency representatives in developing and projecting long term range plans and formulating contract terms and conditions. Reconcile problems between the installation, project, and logging operations to include but are not limited to range activities, seasonal problems, military mission and other contractual requirements. Recommend appropriate forestry practices, adequacy of inspections, timber appraisals, volume estimates, surveys, inventories, contract compliance, reports and records maintenance. Perform compliance inspections, encroachment and trespass investigations and related correspondence for out-granted Government real property.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Forestry: A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. OR B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Share forest management responsibilities with other foresters, biologists, or natural resource specialists in implementing forest management plans and/or practices; OR 2) Experience in conservation and utilization of natural and cultural resources to include vegetative, soil and wildlife; OR 3) Experience in timber sales, salvage timber disposal and contract cutting of timber and reforestation projects.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Forestry. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
