This position is in the Information Resources Branch, Ralph J. Bunche Library Division, Office of Information Programs and Services, DAS for Global Information Services, Bureau of Administration (A/GIS/IPS/LIBR/IR), in the U.S. Department of State (DOS). The position is a member of the Library’s Acquisitions Team who serves as the Electronic Resources Librarian in exercising responsibilities to select, acquire, manage, and make available a variety of electronic resources to Library customers.

Duties

Serves as the Electronic Resources Librarian (ERL) in working with the Systems Librarian to establish, maintain and troubleshoot access to the Library’s online databases, content management system, knowledge bases and electronic services. Performs wide variety of Library acquisitions services for Departmental Bureaus and overseas posts in identifying and procuring their information resources, subscriptions, and electronic resources. Performs liaisons between the Library and numerous internal and external points of contact that are involved in its acquisition’s activities. Develops and implements procedures for the selection and acquisition of the Library’s serials publications.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants applying for this position MUST meet the requirements specified in paragraphs A or B below: BASIC REQUIREMENTS: A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. Note: All applicants WILL BE required to submit transcripts as verification of educational requirement by the closing date of this announcement. You MUST (1) submit a copy of your college transcript(s) with your application, and if selected, an official college transcript(s) will be required to verify education prior to employment; (2) transcripts MUST be legible AND include your name, major, school name/location, course title/number, date completed, grade, and number of credits earned; (3) if your documents are on dark / color paper, you will need to Xerox them to lighten them up in order for us to read them. If we cannot read the documents we cannot give you this credit; (4) if you attended more than one college you MUST submit a transcript from each institution if you wish your education to be considered in qualifying you for this position; and (5) all college coursework that may be pertinent to qualifying you for the position MUST be included on the transcripts. If you fail to provide requested information, or the information you submit is insufficient to verify your eligibility, you WILL lose consideration for this position. IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service that demonstrates the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. This experience must be related to the work of the position. In addition, qualifying experience must demonstrate the following: Experience with a library’s serial and electronic resources collection and evaluating vendor services to make decisions regarding the initiation or continuation of specific publications and subscriptions. Experience planning a library acquisitions program to purchase subscriptions and electronic resources. There is no substitute of education for specialized experience for the GS-12 position.
