The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.
Duties
The National Counterintelligence and Security Center (NCSC), Special Security Directorate (SSD) supports the Director of National Intelligence (DNI) in her role as Security Executive Agent (SecEA) for the Executive Branch, as established by Executive Order (EO) 13467 and 50 USC 3162a. As the SecEA, the DNI has established the SecEA National Assessments Program (SNAP) to assess personnel security processes and procedures in the Executive Branch. This program helps strengthen personnel security programs and gives agencies an opportunity to provide input into future SecEA initiatives.
This position is seeing a Senior-level Metric and Data Team Lead to support the Personnel Security Group Metrics Branch within NCSC's Special Security Directorate. The selected candidate will provide Personnel Security leadership with metric and data leadership, analysis, and expert recommendations to assist NCSC in leading the Intelligence Community implementation of Trusted Workforce 2.0 (TW).
Collect, collate, and research metrics and data sources; support development of automation tools; configure and implement analytic solutions; provide leadership to analytic operations; and lead and develop peer and subordinate data professionals.
Utilize industry and government best practices to create and maintain dashboards; design and implement feedback mechanisms; conduct trend analysis; and clearly communicate complex information to all levels of leadership.
Provide data to support analysis and evaluation of NCSC's progress leading the IC's Trusted Workforce 2.0 and other personnel security initiatives.
Plan, evaluate, and determine relevance of source material, evaluate procedures, analyze data, and develop innovative proposals for decision by ODNI senior leadership.
Plan and conduct initiatives to maintain a comprehensive awareness of analytical and statistical methods; conduct independent evaluative studies of cross-cutting IC issues and techniques to assess program effectiveness; and develop innovative proposals for senior officials.
Plan, develop and present findings, conclusions, options, and recommendations to ODNI senior management.

Qualifications
Mandatory Requirements:
Extensive knowledge of EXCEL.
Demonstrated ability to analyze data; present conclusions; make recommendations and proactively identify solutions in support of mission requirements.
Demonstrated ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues; demonstrated ability to identify, articulate, document, and mitigate knowledge gaps or alternatives approaches.
Demonstrated ability to communicate, both oral and in written, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Demonstrated track record of creating a workplace that is inclusive, values diversity of thought and background, and encourages employees to identify and minimize risks of unconscious bias.
Desired Requirements:
Bachelor or Graduate Degree or equivalent experience.
Demonstrated ability to apply statistics and datasets to products and analysis.
Industry or government experience in data management, data analysis, and/or metrics analysis.
Demonstrated experience with leading industry or government analytic tools.
Education
Bachelor's degree.
