This position is located within the Finance Service at the VA Central Iowa Health Care System in Des Moines, IA. The Financial Accounts Technician - Compensation Specialist supports all aspects of compensation to Veterans Health Administration employees within the Health Care System.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-06 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
The major duties include but are not limited to:
Supports the Chief Financial Officer (CFO) and the section supervisor to provide accurate and timely compensation for employees;
Investigates employee compensation related errors or anomalies through analysis of Financial and Human Resources automated systems to correct issues identified through customer service requests or internal audit discovery;
Reviews and reconciles various types of pay and leave transactions involving Title V, Title 38, Hybrid Title 38, Senior Executive Service, Veterans Canteen Service, Fee Basis and Federal Wage System (FWS) employees;
Compares data between multiple systems to identify anomalies and devise solutions;
Provides analysis support to the accounting division to resolve compensation transaction issues in the accounting system of record;
Develops debt waiver packages including Human Resources and payroll system details for CFO approval and routing;
Manages the accurate and timely recording of employee time in the VA Time and Attendance (VATAS) System;
Ensures that employee timecards are certified and approved in accordance with VA guidance;
Conducts initial and refresher classroom training on posting and certification of time and attendance;
Creates training modules to encompass time and attendance system enhancements, new policies and regulations created by Congress and settlement agreements;
Assists timekeepers, supervisors and employees in implementation of new policies and regulations;
Conducts pay and leave audits when requested by employees or directed by Veterans Administration Financial Services Center (FSC) Alerts;
Gathers and compares data from multiple Human Resource and Financial Management systems;
Provides appropriate customer service in person, on the phone and via email involving personally sensitive discussions;
Assists customers and resolves issues by proposing options, allowable by policy and law, to resolve identified pay or leave issues;
Reviews employees processing out checklist to ensure the employee does not have outstanding debts or compensation issues; and,
Performs all other duties as assigned.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm. (Multiple day tours available and can be discussed at the interview.)

Qualifications
To qualify for this position at the GS-6 level, you must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Financial Accounts Technician - Compensation Specialist at a development level, and that is typically in or related to the position to be filled. Specialized experience includes performing payroll and timekeeping duties such as extracting and entering data; reviewing payroll records/documents and making computations; reviewing and researching pay and leave issues; answering pay questions and explaining payroll requirements; preparing reports using various computer software applications. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
To qualify for this position at the GS-7 level, you must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Financial Accounts Technician - Compensation Specialist, and that is typically in or related to the position to be filled. Specialized experience includes performing a full range of payroll and timekeeping duties including applying pay and leave regulations for multiple schedule types and pay schedules; verifying accuracy of payroll and making adjustments and corrections as needed; preparing time and attendance/payroll information for reporting purposes; and utilizing pay systems. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
