This position is located at the Quantico National Cemetery in Triangle, Virginia.
Duties
This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles.
The incumbent of this position is charged with the responsibility to act as work leader within the cemetery grounds maintenance operation. Performs skilled irrigation work to include professional/skilled ground maintenance and landscaping work and is the lead worker over employees engaged in irrigation, ground maintenance, or landscaping work.
Initiates work by assigning immediate tasks to individual members of the crew. Imparts instructions received from the Maintenance & Operations Supervisor to the workers. Works along with other employees while setting the pace, observing their activities, and reviewing the quality of work as operations continue, ensure necessary tools and materials are available prior to the initiation of the operation, provides training to field employees on equipment and cemetery operations. Insures assigned employees perform proper preventative maintenance to equipment assigned them by operating
equipment in a safe manner sets an example for other employees.
When problems arise, obtains guidance, information, or decisions from the supervisor. Maintain current knowledge of all policies, procedures, written instructions, and directives relating to the interment operation. Answering questions of personnel regarding their application. Evaluate employee's workload and assigns additional tasks, as necessary.
Evaluates work both during and at the conclusion of operations to ensure instructions on work sequence, procedures, methods, and deadlines have been met. Advises and encourages crew members to follow instructions from the supervisor, and to meet assigned deadlines. Reports to the Maintenance & Operations Supervisor, keeping him/her appraised on status and progress of work projects. Assures employees observe safety and housekeeping rules.
Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement,11/29/2023.
Your background must demonstrate the ability to lead work involved in facilities maintenance, landscaping, grounds keeping, irrigation, or other related trades experience that includes the use of hand tools and/or power tools, and the safe operation of related machinery and equipment used in cemetery caretaking practices, as described in the duties section of the announcement.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Physical Requirements: Physical demands on the incumbent consist of walking, bending, stooping, stretching, reaching, pushing, pulling, tugging and climbing. Must be able to lift up to 75 pounds. Incumbent should request assistance whenever performing tasks that require lifting more than 75 pounds. Must be able to walk in all types of terrain and soil conditions. Incumbent is required to wear personal protective equipment when appropriate. Protective equipment includes personal protection for the eyes, hearing, face, head, back, extremities, protective clothing, respiratory devices and protective shields and barriers. This equipment will be maintained in a sanitary and reliable condition.
Working Conditions: Work is typically performed outside in all type of inclement weather to include sun, wind, rain, cold, or snow and under periodic muddy conditions. The incumbent may operate machinery that causes noise and vibrations, emit carbon monoxide, have moving parts which may cut or harm the body and requires the use of safety-protective clothing and devices.
The position requires walking and standing including significant periods of outdoor duty to perform tasks such as attending services and inspecting sections of the cemetery (including sections which are active interment areas or sections under construction). The position requires bending, stooping, and lifting cemetery records, manuals, cremains containers, and other small items. The position requires assisting with the moving of caskets placed on wheeled biers in and out of committal shelters.
