The primary purpose of this position is to serve as the Chief, Operations Plans. Position is responsible to provide necessary support in planning, executing, program management, and performing staff analysis work related to the development of war, peacetime, and contingency plans and programs.

Duties

Directs and monitors wing/base agencies in the formulation of Wing Operations Plans (OPLANS) to assure the wing's capability in meeting and accomplishing wartime missions imposed by Chairman, Joint Chiefs of Staff (CJCS) War and Mobilization Plans and Commander, Air Mobility Command (AMC) OPLANS in support of national objectives. Assists in planning, organizing, and directing the Antiterrorism (AT) activities, ensuring AMC AT policies and procedures are complied with and develop a program that meets customer needs. Provides recommendations, briefings, updates and staff studies across a broad range of AT specialties to influence decision making and policy development when physical and operations security are involved. Assists in planning, conducting, directing the conduct of, or coordinating on security site studies, projects, assessments, surveys, and assistance visits of, and concerning, installation, unit, or deployed force protection and antiterrorism activities. Performs as wing program manager for Counterproliferation, Foreign Disclosure, Operations Security (OPSEC), Self-Inspection, Presidential Support, and Gatekeeper; Crisis Action Team (CAT) Responsibilities: Functions as senior CAT Executive Officer when the CAT convenes. Must have intimate knowledge of wing and AMC plans.

Qualifications

Conditions of Employment Continued: This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Performs as Top Secret Control Officer (TSCO) for the 62d Airlift Wing. Required to control and account for all Top Secret material processed by the Wing Plans and Programs. Must ensure the proper documentation, storage, protection, and destruction of all Top Secret material. Require inventorying the entire Top Secret account annually. No security violations allowed. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of airlift operations and Air Force organization; detailed, comprehensive and broad knowledge of the missions, organizations, functions, and processes of all base organizations to integrate requirements and capabilities into unified base plans; knowledge of Air Force planning, procedures, and policies to ensure a complete and accurate plan; comprehensive knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the effective management and completion of programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force planning, procedures, policies, airlift operations, principles, and characteristics to ensure a complete and accurate plan. 2. Knowledge of DoD and Air Force mission, functions, and structure to the unit level to ensure effective implementation oversight of programs plans and processes. 3. Knowledge of Air Force organization principles and functional responsibilities of all base units to be able to define proper responsibility for planning actions. 4. Comprehensive knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the effective management and completion of programs. 5. Skill in oral and written communication methods and techniques at various levels and venues. 6. Ability to effectively manage and organize various program activities and tasks, singularly and together, and familiarity with administrative requirements of the wing and MAJCOM. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
