About the Position: The U.S. Army Combat Capabilities Development Center Ground Vehicle Systems Center (DEVCOM-GVSC) mission is to develop, integrate, demonstrate, and sustain ground vehicle systems capabilities to support Army modernization priorities and improve readiness.
Duties
Serves as the GVSC Chief of Staff with responsibility to assist in the execution of all matters pertaining to the entire organization.
Acts on behalf of the Organization for delegated responsibilities and has authority to act on internal center issues in the absence of Director.
Exercises professional judgment, initiative, and executive leadership while directing, coordinating, shaping, and representing GVSC programs and initiatives.
Directs staff in coordination with the Organization to take necessary corrective steps or to make modifications to proposals to ensure compliance with policies or to provide improved results.
Ensures that actions are consistent with overall Organization direction and resourcing capabilities.
Establishes/approves program objectives/long range plans and identifies required resources in order to promote an efficient, economical and progressive organization.
Reviews all programs for effectiveness and ensures that trends are identified and presented in concert with the urgency dictated by the condition.
Exercises significant executive level responsibility in completion and approval of key and sensitive issues involving matters having Organization-wide scope and significance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires incumbent to obtain and maintain a Tier 3 Secret clearance.
- TDY up to 10% is required.
- Incumbent is required to submit a Financial Disclosure Statement, OGE Form 450, Executive Branch Personnel Confidential Financial Disclosure Report upon entrance to this position and annually

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: (1) Managing and directing program operations in order to support mission programs; (2) Planning and organizing highly complex, sensitive and broad scale actions with support staff; (3) Producing consistent long-range planning, programing, implementation, and execution documents; AND (4) Coordinating and integrating work from within and outside the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03/GS-12/13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (DE-03/GS-12/13).

US Army Combat Capabilities Development Command (DEVCOM) Ground Vehicle Systems Center (GVSC) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project. The DE-04 broadband incorporates former GS equivalents GS-14 step 1 through GS-15 step 10 grade levels and salary levels.
