The primary purpose of this position is the incumbent will serve as the Government SAP Security Officer (GSSO) responsible for all security aspects of the sustainment of multiple foreign partner F-35 squadrons and an additional US F-35 Fighter Squadron; each having unique missions and security requirements.
Duties
Plans, organizes, and oversees the activities of the 33 FW Det 001/PIO (AETC), 188th Wing, Advanced Programs Office (APO) and Ebbing Field F-35 Special Access Programs (SAP) Security programs.
Represents 33 Fighter Wing as the Ebbing Field F-35 SAP Security Expert at a variety of installation, higher headquarters, and functional area organizations.
Manages and directs all activities of the 33 FW Det 001/PIO Advanced Program Office, ensuring adequate oversight for information, personnel, physical and automated information systems, and functional work areas, ensuring compliance with legal and regulatory guidance while meeting supported unit requirements.
Responsible for developing, coordinating, and implementing policies on the near-term operational and emerging classified capabilities for the 33d Fighter Wing

- Employee may be tasked to deploy during exercise or real-world contingencies to support the unit’s operations. Deployed locations may be austere bases with various physical demands associated with maintaining living and working conditions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Mangement.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develops guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extremely knowledgeable of Special Access Program security concepts, programs, procedures, and practices to manage the establishment and operation of wing internal security programs.
Comprehensive knowledge of special access programs, communications, industrial, information, physical and personnel security concepts, principles, and practices to plan and implement security programs in those areas as well as knowledge and experience with special compartmented information (SCI) security procedures.
Skilled in planning, organizing and directing studies and forecasts to recommend and implement methods for enhancing security through modifications and applications of evolving technology.
Skill to independently develop, analyze, and evaluate security programs to meet mission requirements andimprove the security posture for the organization.
Ability to independently oversee the security functions of a diverse organization to meet deadlines andenable accomplishment of secure developmental and operational test objectives.
Ability to communicate orally and in writing, clearly, concisely, and accurately.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
