About the Position: Serves as the Lead Defense Travel Administrator (LDTA) with responsibility to direct, coordinate, and provide advice and assistance to the Accounting Division Chief and staff for a myriad of resource management activities and provide advice, assistance, and guidance covering a wide variety of travel-related financial program requirements for ARNORTH.
Duties
Monitor the integrity of travel program requirements for over 3,500 travelers.
Participate in conducting professional analysis of procedures, methods, and practices relative to travel program requirements.
Oversee the Travel Program which provides customer service/assistance to travelers, Approving Officials, Certifying Officers, and Budget personnel.
Develops, documents, updates, and publishes local user manuals, Standard Operating Procedures (SOPs) and business rules as required for travel management systems.
Identifies, processes, and monitors travel records having a balance due to the government and provides due process notifications to the traveler via DTS screen display capabilities and email.
Assist customers in the resolution of problems pertaining to various travel program requirements.
Monitors all DTS travel debts utilizing the debt management reports.
Provide analysis and recommendations regarding fiscal policy and law, funding documents, risk analysis, internal management controls, financial activities, budget, and program matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A probationary Period maybe required.
- Incumbent may be required to always maintain a working telephone.
- This is a Financial Management Level 2 Certified position an the incumbent must be able to obtain and maintain certifications of the program.
- A Secret Security Clearance is required for this position.
- Overtime and shift work may be required on short notice to include nights, holidays, and weekends.
- Incumbent may be required to stand up with the ARNORTH Reimbursement Cell or Financial Management Augmentation Team within the NORTHCOM AOR on short notice (in under 24 hours).
- Position requires travel up to 25% of the time.

Specialize experience: One year of experience ncludes experience analyzing budget execution against budget controls and provide recommendations for current and future funding requirements; Monitoring and reviewing Defense Travel System (DTS) travel documents to ensure compliance with federal regulations; Assist with conducting post pay audits using statistical sampling techniques and random sampling, to audit travel vouchers to ensure government funds are correctly disbursed.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
