This position is located at the VA Medical Center in Newington, CT. The primary purpose for this position is to perform highly specialized budgetary functions, data analysis, and related activities pertaining to Community Care program functions.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties include, but are not limited to: Uses analytical techniques, Care in the Community (CITC) tools and abilities in support of the CITC and has responsibility for budgetary analysis to formulate, revise, and determine fund requirements and maintenance of an annual budget; to include transaction and analysis for multiple fund control points (FCP's) projecting costs for payments from fund control points. Utilizes standardized estimation tools and reporting functionality to support effective and efficient management of Community Care funds, with clear visibility into trends in support of services purchased in the community. Management and analysis of funds including projection of future funding needs; monitoring and tracking expenditures. Performs high-cost reviews and approval to evaluate authorizations over $10,000 outside of Sharing Agreement and Contract. Develops and uses established analytical techniques and precedent studies to gather historical data and current trends, to develop narrative or statistical information. Uses various vista packages, builds and prepares reports on spreadsheets using Microsoft word, excel, and PowerPoint. Maintains statistical reports and records to project budget levels during the fiscal year and for the next budget submission. SPECIALIZED EXPERIENCE: Requires one full year of specialized experience hat equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization Specialized experience includes applying budget management principles, concepts, and methodologies requiring the application of some judgment and analysis to provide budget management services or resolve problems associated with budget management systems and processes to maintain budget control records; Utilizing Microsoft word, Excel, and PowerPoint to prepare budgetary reports and create graphs, trends data, to illustrate expenditures across various funds using data obtained from various sources. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed amaster's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed Graduate education in excess of one year and specialized experience described above may be used to meet total qualification requirements. Typically, the employee sits at a desk or table with some walking and standing. Incumbent may be required to travel to other VA and non-VA locations in the community. The work environment involves everyday risks and discomforts that require normal safety precautions typical of offices, meeting and training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. Assignments may require occasional travel.
