The primary purpose of this position is to serve as the Marketing Planning Lead for Air Force Recruiting Service
Strategic Marketing (AFRS/RSM) and Space Force, providing coordination, direction and exercising control over
both the annual national marketing and advertising planning process and the local/regional national marketing and
advertising planning process.
Duties
With the direction of the Chief, Marketing Strategy and Plans Branch and Director of Strategic Marketing, coordinates, directs and develops national and regional/local level annual marketing plans, ensuring that recruitment mission objectives are achievable and comply with legal and regulatory requirements while meeting customer needs.
Works in sequence with the Branch Chief to coordinate with a contracted advertising agency to oversee execution of the national plan and ensure objectives are met for the Total Force and Space Force mission requirements.
Works with Branch Chief and Marketing Division Chief to develop responses (BBPs, briefings, etc.) to various requests from senior leadership both within AFRS and from higher level commands.
Develops training plans for National, Regional, and Local level marketers.

- The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and or emergency overtime may be required
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Incumbent should have least 5 years’ experience in directing a wide range of brand marketing approaches, strategies/benchmarks, and ability to provide qualitative/quantitative assessment and improvement of AFRS-level plans and marketing
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in applying integrated marketing planning principles for both national and local level planning cycles. Skill in applying analytical and evaluative methods and techniques to ensure the proper management and implementation of large-scale marketing programs involving contractors and subcontractors, including knowledge of pertinent laws, regulations and policies with regards to procurement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Familiarity with Air Force or military organizational structures, supporting elements, programs, missions,
policies, goals, and philosophies and the relationship of the various military entities involved in overall planning
and execution of military operations.
2. Knowledge of, and ability to apply, annual planning cycles and the implementation of quarterly reporting IPRs,
development of guidance to the field, and the logistical requirements of each process.
3. Knowledge of integrated marketing channels and how to ensure channels are working together to deliver overall
results for a particular plan/requirement.
4. Ability to establish budgetary parameters and control expenses within prescribed guidelines.
5. Experience in presenting and defending independent positions and developing consensus with ideas in order to
execute with precision.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
