THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (HUMAN RESOURCE DEVELOPMENT) (TITLE 32), Position Description Number D1043000 and is part of the NC HRO, National Guard (JFHQNC-HRO/Manning Doc 1723-221).

Duties

As a HUMAN RESOURCES SPECIALIST (HUMAN RESOURCE DEVELOPMENT), GS-0201-9, you will provide advice and assistance to technicians, supervisors, and managers on identifying training needs, training opportunities, and sources of needed training; conduct surveys of training needs, analyze the information obtained, and submit recommendations; provide advice on technician training issues related to program requirements to successfully accomplish the state National Guard mission; assist other units in planning and conducting in-house training and ensure proper training documentation is utilized for technician training credit.

• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.
• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a probationary period.

Qualifications

Military Grades: Enlisted (E5 and below) Minimum Requirements: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least one year specialized experience at the GS-07 level or 1) equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles. Have experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Have experience performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs. Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
