About the Position: The U.S. Army's Chemical Materials Activity (CMA) is the world leader in programs to store, treat, and dispose of chemical weapons safely and effectively. The activity developed and used technologies to safely store and eliminate chemical weapons at seven stockpile sites while protecting the public, its workers and the environment.

Duties

Responsible for the implementation of the Chemical Weapons Convention (CWC) treaty program at Chemical Weapons Storage, Destruction, and Schedule 1 Facilities. Participates in on-site meetings, preparatory visits and inspections and on-site inspections by the Organization for the Prohibition of Chemical Weapons. The position requires knowledge of chemical, mechanical, civil, electrical, electronics, industrial, chemistry or server fields of physical scientist. Responsible for ensuring that the necessary plans, procedures, briefings, and reports are developed, reviewed, staffed, and successfully meet CWC obligations. Responsible for assisting in the planning for future innovative and unique CTC technical approaches to problems encountered in the implementation of CW Treaty inspection exercises or actual inspections.

Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-12 level in the Federal service which includes: 1.) Possess a broad spectrum of technical expertise (problem solving/ project management/data analysis) in support of storage and disposal of chemical weapons and weapons components ; 2) Compose official reports and responses to higher Head Quarters, State and Federal officials/develop presentation material for briefings; 3) Lead an environmental group or project; and 4) Interpret contracting laws and regulations to procure environmental studies, engineering services and equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Information ManagementPlanning and EvaluatingProject ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
