Duties

As a Supervisory Accountant, you will: - Plans overall work to be accomplished by subordinates; makes clear delegations of authority; sets priorities and schedule completion of work on a broad overall basis; provides advice, counsel and instruction to employees; develops a performance measurement system that will improve productivity, timeliness, and quality and provide employees immediate feedback on their performance; solicits employee participation in the establishment of goals and performance standards and include a program of individual reinforcement for desirable behavior; encourages employees to seek new ways of solving problems and/or performing their functions to improve overall efficiency and job satisfaction, and educate employees on the benefits of improving overall organizational effectiveness. - Develop Branch goals and objectives, independently or jointly with higher management, and monitors progress toward meeting the goals; oversees and directs the daily operations of the Branch; evaluates the status and progress of operations by reviewing and analyzing operational reports; performs special project assignments for the Director, OFAR, and the Director of the General Ledger Division, as necessary, to accomplish the fiscal and program objectives of Housing; represents the Director, GLD, and/or the Director, OFAR, on committees or special groups assembled to study or perform a specific fiscal function; reviews or directs the review of operating instructions and manuals of other offices and divisions of HUD or other agencies that relate to the fiscal and accounting functions of the branch; notifies the appropriate officials of the effect of such releases upon the fiscal and accounting functions of the Branch and recommends appropriate changes and revisions; and writes and prepares for publication new procedures or changes in existing accounting and financial procedures that relate to the work requirements of the Branch. - Represent the Branch in dealing with banks, security brokers, mortgage bankers, program participants and other appropriate organizations on accounting and financial matters relating Branch operations; work directly with assigned representatives of the General Accounting Office, the Treasury, the Office of Management and Budget, and other Federal agencies on Branch accounting and financial reporting matters; and assist or advise program managers in implementing revisions or reforms in programs as recommended by the auditors as a result of their financial management reviews.

Requirements

Qualifications

You must meet the following requirements by the closing date of this announcement. For the GS-14 specialized experience is one or more years of experience at the GS-13 level, or equivalent that has equipped you with the experience, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: -Experience using and applying the US Standard General Ledger (SGL) and in applying proper budgetary and proprietary accounting associated with the SGL; AND -Directing or overseeing a team of professionals, relating to financial management & accounting; AND -Developing and/or approving technical accounting policies and procedural instructions for financial reporting. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

Degree: Accounting; or a degree in a related field such as Business Administration, Finance, or Public Administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting experience. The applicant's background must also include one of the following:
1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated vast experience of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
