This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Maintenance and Operations Manager, GS-1601-13 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Operations Division.

Duties

Plans work program for the power plant considering most feasible schedule for utilization of equipment and personnel, and considering capabilities of meeting needs of power users. Exercises supervisory responsibility over the hydroelectric power production and distribution program staff. Applies a practical knowledge of mechanical and electrical engineering principles and operating experience to devise long-range operations and maintenance programs to meet projected and known needs of power users. Responsible for administration of the safety program for the hydroelectric power production and distribution plant/project. Periodically reviews and inspects each phase of the Hydropower Management program, taking necessary corrective action where deficiencies exist and gives verbal and written reports and recommendations to supervisor.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
• Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.
• Incumbent must be able to obtain and maintain a state issued driver’s license.

Specialized Experience: One year of specialized experience which includes: 1) Assessing mechanical and electrical equipment, system and structures for maintenance reliability associated within a power plant; AND 2) Recommending repairs, equipment, or operating procedures to improve the maintenance reliability of equipment such as spillway gates, cranes, pumps, turbines or system failures; AND 3) Prioritizing work by providing direction to personnel on the proper utilization of equipment or time frames of equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
