Employee will be assigned to the Equal Employment Opportunity (EEO) Office, VA Northern Indiana Healthcare System, Fort Wayne or Marion, IN, assisting the EEO Manager in planning, development, implementation, evaluation and monitoring of the Affirmative Employment and Equal Employment Opportunity Programs within the facility.

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Serves as an EEO Specialist responsible for providing a wide range of administrative and technical support while performing a variety of duties to ensure that all EEO Program activities are administered and implemented to the Medical Center leadership, staff, and employees. Develops and presents training programs and provides advice regarding the broad range of EEO and Affirmative Employment issues impacting the facility. Conducts analysis of trends regarding demographic data and maintains appropriate contact with officials (from the Office of Resolution Management, managers and supervisors and the Office of Regional Counsel) pertaining to the EEO discrimination complaint process and other related EEO Program matters. Reviews and implements projects that impact the operations of the field facility and determines program effectiveness through periodic assessment. Designs, implements, and facilitates EEO and related training. Provides advisory services to all levels of management regarding the requirements and implications of the office services provided. Assists with the management of the Special Emphasis Programs. Drafts Equal Employment Opportunity Program Status Report, Federal Equal Opportunity Recruitment Program (FEORP) Report, Disabled Veterans Affirmative Action Plan (DV AAP) Report, and other EEO reports as required. Develops and maintains appropriate statistical data regarding the discrimination complaint process, responds to routine inquiries from complainants and responding management officials, and assists with preparing various reports. Reviews EEO policies and guidance and updates as needed. Provides broad program support and administrative responsibilities such as coordinating and planning the logistics for meetings, training, and performing all other related duties associated with the EEO Program. Prepares correspondence for the signature of senior level officials; and reviews and drafts correspondence and reports as required. Performs other related duties as assigned. Work Schedule: Monday - Friday, 8:00am - 4:30pm. SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: carrying out of the laws, regulations, executive orders, court decisions, policies, etc. related to the Equal Employment Opportunity (EEO) Program; identifying barriers to equal employment opportunities and the cause and effects of discriminatory practices against protected classes of individuals; conducting trend analysis; completing various various EEO reports (i.e., Medical Directive 715); and dealing effectively with a variety of people. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required) - Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINING EDUCATION AND EXPERIENCE (Transcript Required) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. Physical Requirements: The regular and recurring work of the position involves sitting at a desk, sitting in conferences and meetings, and occasional visits to facility work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
