THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY HUMAN RESOURCES SPECIALIST (MILITARY). The purpose of this position is to manage one or more of the following human resource programs: Officer Personnel Management, Enlisted Personnel Management, Personnel Systems, Boards Branch, Personnel Services Section, and Retirement Services.
Duties
As a SUPERVISORY HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-11, you will:
Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that integrate organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions (Reorganization / Activation / Deactivation, etc.), functions, and manning of serviced units, including reorganization, activation, deactivation, and transformation. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment.
Directs and implements military personnel programs of assignment in order to ensure highest levels of unit and personnel readiness to accomplish statewide military personnel programs. Directs, organizes, and plans one or more of the following: Command Inspection and/or Operational Readiness Evaluation, DEERS/RAPIDS, iPERMS, Soldier Readiness Processing (SRP), Contingency Temporary Tour of Active Duty for Operational Support (CO-ADOS), Deployment Extension Stabilization Pay (DESP), etc.
Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from US law, the Department of Defense (DoD), the Department of Army (DA), and the National Guard Bureau (NGB). Drafts and implements State policy based on the aforementioned policies. Implement program policy from NGB in accordance with State's strategic objectives.
Manages the use of funds for accounts relating to the area of assignment and requires exercising proper control measures, forecasting, and developing and conducting of internal audit reviews. Oversees the creation of reports for audits and outlines any changes to be made as a result of the findings. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives.
Coordinates, convenes and/or participates in various boards which may include the following: promotions, DA Boards, awards, selective/qualitative retention boards, MOS Medical Review Board, Incapacitation Review Boards, Medical and/or Physical evaluations, etc. Develops initial MOI, policy and guidance for implementation of board results.
Establishes analysis systems to ensure actions are timely and to ensure effectiveness of programs. Performs self-inspection and presents detailed and comprehensive reports and recommendations with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Analyzes the impact of policy, regulation, law changes, and force structure to the organization's workforce. Conducts briefings, and advise subordinate units; works closely with management in resolving controversial issues; and researches, prepares and defends actions taken relative to changes in military personnel programs.
Directs and oversees the research and response for congressional or high level headquarters' inquiries regarding military human resources matters.
Provides supervision in technical and administrative guidance over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialists within the other specialized functions of the MILPO. Plans and schedules work of subordinates based on organization priorities. Provides advice, guidance, and direction to employees on a wide range of military human resources and administrative issues.
Conducts briefings, training, and workshops for subordinate major commands, managers, JFHQ staff and senior leadership on military personnel programs of responsibility.
Participates in Soldier Readiness Processing and unit mobilizations/de-mobilizations.
Develops plans and policies then implements military personnel programs in support of statewide responses for defense of the Homeland, natural and/or man-made disasters, pre- and post- deployment activities, and Department of Homeland Security contingency plans. Participates in continuity of operations training and real world events as needed. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
Performs other duties as assigned.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
Military Grades: W-1/ WO1 thru W-3/CW3 and O-1/2LT thru O-2/1LT
GENERAL EXPERIENCE: I have experience in human resources and administrative procedures and policies based on the interpretation of regulations and directives from US law, the Department of Defense, the Department of Army, and the National Guard Bureau. Drafts and implements State policy based on the aforementioned policies. Implement program policy from National Guard Bureau in accordance with State's strategic objectives.
SPECIALIZED EXPERIENCE: I have at least 12 months experience, education or training in assisting in the development of Human Resources policies and procedures. I have experience in human resources and administrative procedures and policies based on the interpretation of regulations and directives from US law, the Department of Defense, the Department of Army, and the National Guard Bureau. I have coordinates, convenes and/or participates in various boards which may include the following: promotions, DA Boards, awards, selective/qualitative retention boards, MOS Medical Review Board, Incapacitation Review Boards, Medical and/or Physical evaluations, etc. Develops initial MOI, policy and guidance for implementation of board results. I have experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements or LL.M., if related.
