This position is located at Department of Housing and Urban Development OIG -Office of Audit. As an Auditor (Performance), you will be responsible for performing audits, evaluations, inspections, investigations, and for preventing and detecting fraud, waste and abuse within HUD and its programs and operations. The OIG makes recommendations to promote economy, efficiency, and effectiveness in HUD's administration of its programs and operations.
Duties
*** The incumbent MUST RESIDE in Chicago, Illinois, Kansas City, Kansas, or Detroit, Michigan.*** Your salary will be based on the geographic location where you live. Relocation expenses will NOT be paid. **
As an Auditor (Performance), you will:
- Develop specific audit plans and milestones for completing the review.
- Lead the efforts of one or more auditors in research, fact-finding, interviewing, analysis, and formulation of findings and recommendations.
- Perform qualitative and quantitative research in a collaborative environment for the purpose of gathering background and other information to learn the audit subject's environment.
- Provide input to team auditors concerning the interpretation and application of evaluation criteria, analysis of information gathered, tentative conclusions, and significance of findings for activity and HUD requirements and other applicable policies and practices.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07grade level in the Federal service. Specialized experience for this position includes:
This experience is defined as:
* Conducting segments of audits; AND
* Preparing work papers using an automated auditing software program; AND
* Collecting, analyzing, and summarizing evidence to support audit conclusions; AND
* Identifying controls over operations and recognizing weaknesses in controls; AND
*Researching laws, regulations, guidelines, and procedures.
OR
Education: Master's degree or equivalent or 2 years progressively higher education leading to such a degree, or an LL.B. or J.D. if related. (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-09, you must have been at the GS-07level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; orCompletion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
