Duties

Joining Customs & Border Protection (CBP) will allow you to utilize your expertise in program management and analysis to serve as an advisor on various aspects of acquisition functions and activities requiring application of qualitative and quantitative methods for assessment of management processes, systems, and mission support programs. This position starts at a salary of $112,015.00 (GS-13, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075 (GS-14 Step 10). In this Management and Program Analyst position you will become a key team member of the Homeland Security team of professionals involved in assisting with developing, implementing, evaluating, analyzing, interpreting and/or maintaining program management policies and/or procedures, implementing, and executing program plans, with input and assistance from other analysts and subject matter experts; and overseeing acquisition programs. Typical Work assignments include: Assisting with developing and implementing of acquisition polices and processes, supporting acquisition programs and performing analytical research, assessment and evaluation of technical and functional aspects of projects for logic, rationale, and validity to aid justification and defense of status/health. Developing and evaluating acquisition management policies, procedures and other acquisition documents in assigned areas, providing technical assistance and direct support to PMO and acquisition staff in all matters relating to the application of acquisition planning, execution and oversight: performing analysis on problem definition and solving. Implementing, and monitoring management information systems for the analysis and tracking of program data; long and short range plans; policies and priorities established by statutes, executive orders, the Department, or management; conducting analyses on the data from this systems; and applying analytical principles and techniques combined with knowledge of their interrelationships with other CBP component acquisition programs. Planning, developing and coordinating, delivers briefings, presentations, and conferences for senior manager or HQ Staff; preparing, reviews, edits, coordinates, and releases correspondence and documentation that accurately conveys the intent and results of studies and analyses; representing the Agency (and Department of Homeland Security) in forums, meetings, working groups, briefing both internal and external to the Agency (Department); and organizing and presenting oral communications, both prepared and extemporaneous, that accomplish required objectives. Performing analysis and review of CBP major, non-major acquisition programs and their related documentation; assists senior analysts with developing briefings, presentations, and whitepapers for use by senior Program Managers (PM), PMO managers or HQ acquisition staff.

Specialized Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting with the development and implementation of acquisition policies and processes. Assisting with the monitoring of progress of efforts to ensure that realistic objectives and milestones are established. Applying qualitative and quantitative methods to assess and improve program effectiveness. Advising on various aspect of acquisition functions and activities. Preparing basic reports, studies, and correspondences. You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing, implementing and coordinating a segment of an acquisition program and supporting staff related to acquisition, plans, conducting special studies, and providing advice to managers on complex acquisition matters. Monitoring management information systems for the analysis and tracking of complex program data. Applying a wide range of qualitative and quantitative methods to assess complex management and program data. Resolving broad and complex planning, evaluation, control, and ability to study possible solutions to problems; and an ability to provide authoritative advice to management throughout the department. Utilizing a variety of written and oral communication skills to organizing and presenting oral communications and prepare comprehensive reports, studies, and correspondences. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/29/2023. Current and former federal employees may be required to serve or complete a probationary period.
