About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS-14 grade Step 1 to the highest equivalent GS-15 grade step 10 in the broadband.

Duties

Prepares cost estimates for projects, work breakdown structures, project execution and program review schedules, and other related documentation. Reviews and evaluates progress reports to ensure adherence to requirements, schedules, and cost objectives. Life cycle management responsibilities include management of the development engineering, quality assurance and testing, type classification, initial production, materiel release, fielding, logistics, maintenance and sustainment. Responsibilities include providing oversight and coordination of all support organizations, collocated and non-collocated matrix engineering, IPT memberships, and systems and support contractors. Provides specific focus on Total Ownership Cost and Acquisition Reform. Prepares, reviews, and defends major technical/policy positions on controversial issues to senior Army leadership at the General Officer and Senior Executive level. Participates in and represents the PM at meetings, conferences and program reviews with the authority to commit to specific courses of action in assigned areas.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Advance (formerly Level III) in the Acquisition Career Field Program Management within 48 months of entrance on duty.
  • Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Position may be filled as a temporary promotion or detail NTE (1 YEAR) by a current permanent Army employee.
  • Temporary promotions may be extended up to a maximum of five years. Position may be made permanent without further competition.
  • Employees are not eligible for a detail in the OCONUS area unless already residing in the same overseas area (foreign or non-foreign) as the position being filled.
  • Employees currently located in OCONUS (foreign or non-foreign) are not eligible for a detail to a CONUS position.

Qualifications

The JPEO is responsible for life-cycle acquisition management of all conventional ammunition, which includes integrating budgets, acquisition strategies, R&D and lifecycle management across all ammunition families. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq Demo) position. Under the streamlined personnel operations, the familiar 15 General Schedule pay grade structure is replaced with a broad band pay schedule. For example, acquisition jobs in level NH-04 of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13). Specialized Experience is defined as performing ALL of the following duties: 1) Overseeing an armament or ammunition program through a development and/or production phase of the acquisition process; 2) Leading Integrated Product Teams (IPTs) in developing and executing program plans; and, 3) Preparing detailed program briefs on program status and key decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). In addition to the Specialized Experience above, you must meet the Education below. Basic Requirements: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Note: You must attach a copy of your transcripts.) OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I am currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.
