THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0501-11 FINANCIAL MANAGEMENT ANALYST (TITLE 5), Position Description Number T5636P01 in FAC 11C100 and is part of the MO 131st Bomb Wing.
APPOINTMENT FACTORS: This position is a Title 5 Temporary vacancy NTE one year in the Excepted Service position. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Independently performs and examines financial management functions..
Reviews accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid.
Performs post-audit voucher reviews.
Ensures the proper documentation, accounting, and auditability of funds, and their traceability to the USPFO in accordance with Department of Defense (DoD) regulations and/or applicable laws.
Analyzes and accurately processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques.
Resolves complex functional problems within the pay system for affected customers.
Develops recommendations for actions under uncertain conditions with short and rapidly changing program deadlines.
Facilitates the resolution of intricate entitlement discrepancies for serviced customers, and ensures proper interfaces with appropriate DoD agencies and federal financial systems.
Executes full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay).
Provides expert interpretation on DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles.
Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting.
Determines the legality of entitlements/collection actions and provides decision support to the Financial Manager.
Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments.
Analyzes diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial issues or problems.
Reconciles Resource Center Manager (RCM) accounts ensuring data integrity.
Performs other duties as assigned.
Requirements
- Under a temporary appointment, employment is subject to termination at any time.
- This position can be filled up to four years as long as funds are available to support it.
- In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0501 position, the employee must complete all Financial Management Program education and training.
- As a basis of continued employment/appointment to a GS-0501 position, the employee must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date.
- As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0501 finance position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.
- Employee must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee’s Individual Development Plan.
Qualifications
GENERAL EXPERIENCE: Must possess a minimum of one year on-the-job experience in the GS-09 grade level; possess competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts. Experience that encompasses skill in collecting and analyzing data effectively, efficiently, and accurately; clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; write English in reports and presentation formats; communicate clearly and effectively; present formal training presentations and briefings; and skill in applying procedures and directives by reading and interpreting technical material.
GS-11 SPECIALIZED EXPERIENCE: Must possess 12 months of specialized experience equivalent to at least the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to plan, coordinate, and perform comprehensive financial management analysis, decision support and quality reviews, of base level accounting and financial management programs; prepare, analyze, interpret, present, and advise on accounting and financial data; and concurrently organizes and administers the operation of automated financial systems in support of financial management functions. The specialized experience must also demonstrate you possess an excellent understanding of the basic principles and concepts of financial business program requirements; and experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

Education
Must possess an awarded undergraduate or graduate college degree that is based on the completion in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
