This Associate Chief Nurse IV for Specialty Service will report directly to the Associate Director for Patient Care/Nurse Executive at the VA Providence Healthcare System. This position is a permanent full-time 40 hours per week position.

Duties

Include but are not limited to: Provides executive leadership and direct supervision to the Nurse Managers over the following units: Ambulatory Diagnostic and Treatment Unit (ADTU), Emergency Department, Hemodialysis, Inpatient Mental Health, Operating Room, and Post-Anesthesia Care Unit. Assesses, plans, and evaluates the processes and daily operations of these units. Designs and implements interdisciplinary programs within the service and medical center in collaboration with the Chiefs of Medicine, Surgery, Anesthesiology, and Mental Health. Responsible for assessing and recommending the allocation of human and materiel resources, in determining staffing levels using NHPPD or other staffing models in areas not yet under HPPD, managing overtime, and plays a significant role in the recruitment and retention of nursing staff. Ensures competency assessment is completed on each nursing employee, initially and annually. Develops and participate in Strategic Planing for responsible units that align with facility, VISN, Office of Nursing Service, and overarching VHA strategic initiatives. Reviews performance measures, and other data for trends and early intervention; formulates action plans with Nurse Executive Team, Nurse Managers, the respective services, and the quality management. Ensures compliance with VA Providence Healthcare System Policies & Procedures, VHA Directives/ Handbooks and Accreditation Guidelines (i.e., The Joint Commission, Office of the Inspector General, etc.) within scope of assignment for self and other personnel under their supervision. Self-motivated in the pursuit of meeting professional work standards and requires flexibility in schedule and assignments. Willing to work cooperatively as a member of a team in all assignments and makes caring for the Veteran their priority while in the work setting, demonstrating customer service principles in all aspects of work. Work Schedule: The work schedule will be determined based on the needs of the Medical Center. The Providence VA Medical Center is an acute care facility operating 24 hours a day 7 days a week. While most tours of duty are scheduled during the day, the possibility of working evenings, nights, weekends, and holidays does exist. Shift changes will be considered based on patient and facility needs. Compressed/Flexible: May be Authorized Telework: May be Authorized Virtual: This is not a virtual position. Relocation/Recruitment Incentives: Not Authorized Permanent Change of Station (PCS): Not Authorized Financial Disclosure Report: Not required Notifications: This is not a Bargaining Unit position. Current or former employees must submit copies of their most recent Sf-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Excepted Service. The Professional Standards Board (a peer-review group) will recommend the grade and salary for new appointments based on the candidate's education and experience. For internal selectees being promoted, the board will determine grade and HR will determine step in accordance with policy. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: At minimum of 10 years nursing experience professional nursing practice in progressively more responsible leadership assignments in clinical, administrative, educational and/or research. 3-5 years nurse manager/supervisor experience Board Certification from VA-approved certifying body (i.e., ANCC, AORN, ENA, etc.) Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires potentially long periods of continued walking, standing, stooping, bending, pulling, pushing, and sitting at a keyboard. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs and able to manage work activities in a highly technological integrated work environment.
