The John D. Dingell VA Medical Center is recruiting for a Logistic Management Specialist. The Logistic Management Specialist will function within Supply Chain Management Service.

Duties

Duties include, but are not limited to: Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities. Serves as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs. Establishes procedures for the integrated efforts of SCM operations with services throughout the VAMC and supported activities for mission essential deployment of SCM EMRT planning. Ensures that all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises. Trains, plans and controls the movement of personnel and equipment during simulated and actual emergency response exercises. Participates in the development of supply chain management practices for facility maintenance activities, with a focus on long range planning improvement Recommends alternate courses of action in resolving problems critical to current and future logistics requirements. Reviews, coordinates and integrates commodity management of assets. Initiates and tracks forecasting actions for assigned items for future requirements. Directs item distribution to storage locations, field supply support activities and customers based on priority, delivery schedules and other requirements. Provides disposition instructions for excess and dormant material at the health care system. Analyzes the effectiveness of the supply chain and supported services. Develops ongoing strategic analyses across supply chain activities and takes action for improvements. Researches and studies private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements. Conducts research and studies for proactive purchases, develops a plan of action to collect facts and information required to formulate new concepts, i.e. marketing strategies for new contractors and suppliers. Writes and develops documentation and supply chain policy and procedural directives. Provides technical assistance within the areas of logistics planning, logistics integration, support and requirements; including supply, procurement, disposal and reutilization, hazmat handling, storage and stockage, logistics data and information, order fulfillment, discrepancy reporting and returns processing, procurement, contracting, production, finance, requirements determination and other collaborative demand planning, transportation, cataloging, provisioning, storage, and distribution. Determines current and future supply (procurement and maintenance) requirements through detailed analysis of logistics operations. Implements changes to procurement actions such as quantity increases, cancellations, quantity cutbacks, delivery rates and ordering periods based on requirements. Continuously monitors progress of procurement actions, inventory and Major Item readiness. Develops logistics and SCM training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers. Develops education and training documentation. Communicates with customers and personnel on the role the supply chain plays in maintaining comprehensive supply chain support, operational readiness and sustainability. Plans, develops, directs and conducts training for the SCM teams. Develops and schedules training courses and approves lesson plans developed by functional areas. Develops and schedules manpower and workload requirements for the SCM teams and ensures they are fully trained. Work Schedule: Monday-Friday, 7:00am-3:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: direct, develop and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning; performs logistical assessments of strategic supply support in coordination with supported customers and alerts management of systemic problems; develops designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions; analyzes effectiveness of the supply chain and supported services; develops logistics and SCM training opportunities and customer supply systems, programs, support offerings, supplies and services to collaborative partners and customers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required.
