About the Position: Serves as a technical specialist for the Regulatory Branch. Evaluates proposed and permitted projects which have high consequencewith respect to environmental, political, financial, and/or policy aspects. Assists in the management of the section throughdevelopment, administration, and implementation of programmatic initiatives and requirements.

Duties

Manage the Regulatory Permit Program of the Rivers and Harbors Act of 1899 and the Clean Water Act, to ensure the program is administered in a balanced and transparent manner. Provide sound technical judgment based upon existing environmental/cultural resource/endangered species regulations in order to recommend to higher level, the issuance, denial or conditioning of Federal permits. Apply the mitigation regulations in review and development of proposed mitigation sites, plans, and monitoring reports for permits and mitigation banks. Use sound judgment when evaluating construction activities to assess environmental effects, identify possible alternative solutions and formulate mitigation requirements. Identify and document the limits of Waters of the United States based upon current regulations, policy and guidance. Coordinate controversial and complex regulatory issues with the public, state and federal resource agencies, local government, higher headquarters and other Federal, state and private groups to ensure concerns are considered. Develop and maintain effective relationships with a variety of stakeholders including representatives from Federal, State and local environmental and planning agencies. Gather technical information from a wide variety of sources and integrate into the Regulatory decision-making process. Manage copious amounts of information, including internet based resources, Geographic Information Systems, technical literature, regulations, policy and guidance in order to ensure decisions are made with the most current information available.

Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-11: One year of specialized experience which includes assist in planning, directing, monitoring, and executing the Regulatory Permit Program, pursuant of the Rivers and Harbors Act of 1899, and the Clean Water Act, including the review of applications for residential or commercial development, and/or transportation, and/or mitigation related proposals. Assist in administering and enforcing the management of the program in compliance with governing public laws, regulations, interagency agreements, and policies of higher headquarters.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Specialized Experience GS-12: One year of specialized experience which includes planning, directing, monitoring, and executing the Regulatory Permit Program, pursuant of the Rivers and Harbors Act of 1899, and the Clean Water Act, including the review of applications for residential or commercial development, and/or transportation, and/or mitigation related proposals. Administer and enforce, or assist in managing, the program in compliance with governing public laws, regulations, interagency agreements, and policies of higher headquarters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
