The Chief Biomedical Engineer supports/advances patient care by applying engineering & managerial skills to healthcare technology. Directs a medical equipment management program meeting regulatory requirements. Supervises Biomedical Engineers & Biomedical Equipment Support Specialists.

Duties

Major Duties: Supports and advances patient care by applying engineering and managerial skills to healthcare technology across the facility and VISN. Assists and advises the facility in the implementation of an equipment management program that meets current TJC and NFPA requirements. Evaluates other biomedical engineering programs in the VISN. Assures provision of a continuing education program for professional staff addressing the principles and application of healthcare technology management. This includes a curriculum that addresses the safe and effective management of medical equipment and/or technology. Provides continuing education on behalf of the VISN and/or the national program office. Provides support and oversight for a recall and safety alert program for medical devices in the facility, including medical device incident investigations, to ensure compliance with patient safety goals, SMDA, and TJC requirements. Conducts medical equipment investigations for the facility or VISN. Serves as a subject matter expert advisor to senior facility clinical and leadership staff on medical technology crossing multiple clinical disciplines, including existing and emerging technology, addressing viability, long-term suitability, compatibility, and/or safety. Conducts and/or supports capital asset and infrastructure planning of medical technology found in a hospital, spanning initial concept, installation, and effective implementation of complex medical equipment. Implementation of complex medical technology. Participates in capital asset planning at the facility and VISN levels. Analyzes organizational and operational problems and develops timely and economical solutions to meet facility needs. Serves as an institutional expert supporting the most complex and specialized clinical technology, including service, system administration, training, sustainment, and quality assurance across multiple campuses. Develops facility and contributes to VISN policy for Healthcare Technology Management. Serves as a senior technology advisor to assist the VISN with technology and program management. Serves as staff professional consultant and advisor on professional biomedical engineering matters to top management, high level medical and administrative staff, and VISN management. Exercises authority to oversee the overall planning, direction, and timely execution of the biomedical engineering program, including development of the section, assignment of duties, and pursuit of higher-level administrative approval of goals and objectives for supervisors or managers of subordinate levels. Responsible for independent planning, designing, and implementing programs, projects, studies, or other work. Responsible for planning, organizing, staffing, directing, controlling, and evaluating this program at the facility and its outpatient clinics. Qualifications

Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Must be proficient in spoken and written English. Education or Experience. Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering OR Certification as a Certified Clinical Engineer (CCE) and a Bachelor's Degree not listed above. Certification means having successfully passed a CCE written and oral examination administered by the American College of Clinical Engineering. If appointed with a CCE requirement, the employee must maintain certification throughout employment. The American College of Clinical Engineering determines acceptable educational preparation and degree requirements for CCE eligibility. Grade Determinations: To qualify for the GS-13 level, Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade. Specialized experience includes, but is not limited to: Supporting patient care by applying engineering and managerial skills to healthcare technology; Conducting an equipment management program that meets current JCAHO and NFPA requirements; Assuring the provision of a continuing education program for clinical staff addressing the principles and application of medical instrumentation used in the delivery of healthcare; Managing a recall and safety alert program for medical devices; Advising clinical and administrative staff on medical engineering technology addressing viability, long-term suitability, compatibility, and safety; Assisting with capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment; Functioning as the subject matter expert in the field of biomedical engineering who directly supports specialized clinical technology. GS-13 Candidates must possess all of the following Knowledge, Skills, and Abilities: Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. References: VA Handbook 5005/104, Part II, Appendix G38 - Biomedical Engineer Qualification Standard Preferred experience: Candidate will have clearly defined experience in a healthcare environment (medical clinic, hospital, medical center, or equivalent). Experience should focus on biomedical equipment (networking or troubleshooting), patient safety, and accreditation and regulatory compliance. Physical Requirements. VA Directive and Handbook 5019.Applicants must be physically able to perform the duties of the position. The basis on which agencies may establish specific medical standards or physical requirements is discussed in 5 CFR 339. A physical condition or impairment may be disqualifying for employment only if there is a direct relationship between the condition and the nature of the duties of the specific position being filled. The physical requirements for the position are: Moderate lifting and carrying 15-44 pounds; Use of fingers; both hands required; walking, standing, crawling, kneeling up to 2 hours a day for each; Depth perception; ability to distinguish basic colors; Hearing aid permitted; good vision with or without glasses. This position requires potentially long periods of continued walking, standing, and sitting, lifting, carrying, pushing, reaching above shoulder, use of fingers, both hands, both legs and repeated bending. Work Environment: The position may at times involve exposure to a work environment that may include intermittent excessive noise, dust, slippery or uneven walking surfaces, working around moving objects or vehicles. The incumbent may also be exposed to infective patients and contaminated materials and may be required to don protective clothing in isolation situations or operative invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders; Emotional and Mental Stability: The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
