This position is establiished as a Work and Family Life (WFL) Specialist. The primary purpose of this position is to plan, implement, administer and counsel eligible personnel on various WFL issues and provide information and referral services at JBPHH. Programs and services are delivered, promoted and often coordinated with/ through FFSC staff members and various stake holders throughout the chain of command, military and civilian community, media and virtual/ internet applications.

Duties

Incumbent serves as a consultant and instructor on a variety of WFL topics and issues. Provides informative and tangible advice, assistance, and instruction to address customer concerns, needs and requirements associated with Navy-life (deployment/separation; frequent relocation, transitioning from military to civilian life, etc). Assists clients with personal financial readiness, money management, debt liquidation, and consumer affairs through a range of services to include workshops. Provides individualized educational services to Service Members and their families which include advice and assistance in such areas as clarifying needs in order of their priority, identifying immediate and long-range measures to increase income, reduce household expenditures, and avoid additional financial burdens; developing improved financial record-keeping, a personal budget and a financial plan to achieve solvency and stability. Consults and briefs commanders, installation leadership, and the military community at large to keep them abreast of local consumer issues and concerns. Gathers data, compiles statistics, reports progress and makes recommendations to the supervisor on program planning, agency coordination and follow-up procedures for use at installation, regional and DOD levels. Evaluates, interprets and acts upon data received through customer interviews, general research provided by other agencies/academia, and community-based resources. Implement, monitor, document and track service provisions to evaluate and ensure client satisfaction and effectiveness. Works independently and/or with other FFSC staff to provide guidance and training to deliver course curricula and prepare accompanying resource materials. Organizes and implements initiatives such as job fairs and executive career study groups that invite prospective employers to the installation. Specifically works with N9 functional areas by facilitating joint program events and presentations in N9 recreation, lodging, housing, barracks and other facilities. May serve on various committees and councils to optimize viewpoints related to military life. Develops, coordinates, conducts and evaluates workshops, seminars, general military training, etc., for customers within specific areas of responsibility (i.e., Career and Transition Support, Deployment Support, Personal Financial Management, Relocation Assistance, Information and Referral, etc). Identifies and develops local networks with military and community agencies to enhance program delivery to ensure local services are adjusted to accommodate identified trends/issues. Maintains relationships with on-and-off base agencies, private organizations, advisory councils, special interest groups and other resources that may be beneficial in supporting program initiatives. Conducts needs assessments to address programmatic changes, using interview data and changing demographics to identify and analyze local and national trends and issues. Develops operating policies and procedures, programs, classes/seminars, promotions, Intergrated program deliver with other installation/region/agency staff. Periodically reviews interventions with the first line supervisor, FFSC WFL Supervisor or FFSC Director to recommend resolutions for customer issues. Prepares and assists in informative instructional presentations, correspondence and binding agreements such as memoranda of understanding to formalize agreements and roles. Designs and /or establishes effective ongoing public information, marketing, and public relations campaign that promote participation in programs. Facilitates and conducts program components related to the separating of military members and/or family members following a full or partial military career. This includes coordinating presence of Department of Labor, Department of Veterans Affairs, Small Business Administration who conduct a variety of training in support of the Veterans Opportunity to Work Act and other legislation, Transition Assistance programs and various other Navy-related initiatives designed to prepare Service Members for success in civilian life. Requirements

  • Must provide proof of U.S. Citizenship or U.S. National.
  • A valid State driver's license is required to operate motor vehicles.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

  • Per OPNAVINST 1740.5B, incumbent’s performing Financial Counseling must obtain AFC Certification within 2 years of their appointment.
  • Per OPNAVINST 1740.5B Encl (3) para 1.e, as a condition of employment, prior to entering this position, selectees must sign a statement acknowledging their agreement to obtain AFC certification within two years of their appointment.
  • Applicants who do not successfully attain certification as stated above, or lose their certification, thereafter, will be removed from the position.

Qualifications

Knowledge of, and experience in, the delivery of education services, with a focus on human/personal growth and development. Knowledge and skill in developing and evaluating needs assessments. Ability to collect, evaluate, and disseminate information; assess and measure organizations' and other serviced populations' trends, concerns, and needs; assist in identifying and prioritizing goals; and provide guidance and direction for the development and implementation of effective plans, procedures, and tools to address such issues. Skill in conducting interviews to establish the nature and extent of concerns and issues and provide assistance to develop goals and plans, in order to determine appropriate referral services and options. Skill in preparation of presentations and public speaking in personal- large and small group settings. Effective skill in forming and retaining working relationships with peers and leadership. Skill in using various computer software database, spreadsheet, word processing, and network programs (e.g., as Internet, Microsoft Office Suite, and FFSP databases). Knowledge of the formulation and execution of needs assessment tools. Ability to communicate effectively verbally and in writing to prepare and present findings and recommend solutions, and compose a variety of correspondence, budget justifications/requests, instructions, and other materials. Skill in conducting interviews with management and staff to obtain or exchange information about work objectives, processes, procedures and policies. Skills in establishing and maintaining effective working relationships using tact, diplomacy, and overall professionalism in interactions with customers, leadership of commands and organizations, partnering agencies, and with program representatives and officials of community organizations. .

Education

Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as: psychology, sociology, anthropology, or counseling.

OR Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
