This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), (VISN, under the VISN Office and functions as a Lead Human Resources Specialist (HRIS). As the Lead Human Resources Specialist, for HRIS, the incumbent is responsible to the supervisor for ensuring that the work of the team is accomplished by performing a range of coordinating and supportive duties and responsibilities.
Duties
Duties include but are not limited to the following:
Makes day-to-day adjustments in accordance with established priorities and/or assessments of the impact on customer service.
Reviews work and conducts consultation sessions to ensure the HRIS Supervisor's directions have been followed.
Tracks the progress of work and contacts team members when there appears to be delays and offers advice on how best to proceed.
Calculates the length of time different assignments may take and uses tools and software to record and report on work accomplishments that require extensive review.
Systematically provides on-the-job training to new HRIS Specialists ensuring they have the resources, tools, links, access to systems, etc. to be a contributing team member.
Conducts in-depth analysis complicated by conflicting or insufficient data, user complaints, or other relevant factors.
Conducts substantial problem analysis to identify adverse trends, ineffective practices or procedures, and system shortcomings. Tests, troubleshoots, and analyzes results based on product performance.
Works to achieve and support quality improvement in all products and services and takes a proactive approach in providing customer assistance.
Develops standard operating procedures, user documentation, and trainings to support user's understanding of enhancements and improvement of various automated systems and tools.
Responsible for continued development, review, and integration of automated HR operations and information systems and serves as primary point of contact to determine changes to satisfy information management as identified by authoritative and regulatory bodies.
Work Schedule: 8:00am - 4:30pm CST.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Tracks the progress of work and contacts team members when there appears to be delays and offers advice on how best to proceed; Advises, supports, and assists HRIS Specialists to prepare network-wide written and oral communications and recommendations to customers through trainings and process management guidance, etc., and to apply VHA, VA and OPM guidance and regulations; responsible for distributing, summarizing, and/or presenting information to HRIS Specialists from network leadership, the HRIS Supervisor, and from VHA and VA specialists; Articulates and communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion; Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices, and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution.
Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
