This position serves as the Supervisor for the Finance Section, Support Services Division, for the Waco, TX Regional Benefits Office (RO). The primary purpose of the work is to manage and direct the operations of the Finance Section, Accounting Unit and Operations Unit. Provides management and operating officials advice on all financial matters, and to prepare, present, and execute the Regional Office budget.

Duties

Serve as a subject matter expert on all aspects of fiscal and accounting activities. Provide management and operating officials, advice and assistance on all financial matters. Formulate, present, and execute the station's budget. Advise station management on the availability of funds. Maintain an integrated computerized accounting system using the principles of double entry, self-balancing set of books. Establish internal controls to assure that public funds are handled in accordance with applicable laws. Analyze financial records and controls to determine the degree of financial efficiency, economy, and effectiveness of the program. Administer a program to ensure prompt and accurate payment of employee salaries, benefits, and awards. Maintain compensation, pension, and education benefit payment records. Supervise employees in ensuring that accounts receivables are recorded for all accounts. Ensure that funds are disbursed, received, deposited and accounted for appropriately. Oversees the maintenance of compensation, pension and benefit payment information. Coordinates exchange of information between various divisions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: To qualify at the GS-13 grade level: Applicants must have one (1) year (52 weeks) of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) Working in a multifaceted environment providing oversight and management of programs to include budgeting/fiscal and administrative operations; (2) Preparing administrative study findings, recommendations, plans and reports; (3) Providing advice on programs and procedures pertaining to the budget, and other finance program activities; (4) Presenting position papers and technical presentations to top management or the public involving finance program issues; (5) Conducting independent evaluations of finance functions; AND (6) Preparing and monitoring complex budgets and resolving financial management issues. This experience could have been gained in maintaining a budget for staff expenditures, as well as providing accounting analysis and advice to senior management officials within a governmental, public, private, or not for profit organization. There is no provision to substitute education for specialized experience at the GS-13 grade level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
