THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET OFFICER, Position Description Number D1678000 and is part of the CO 140 CPTF, National Guard. The primary purpose of this position is to provide management oversight and guidance for both budget formulation and budget execution according to the Resource Management System (RMS).

Duties

Operates the Resource Management System, a network of commanders, resource advisors, cost center managers, and technical advisors aligned to the Wing/GSU organizational structure and oriented towards the management of appropriated funds and workdays for the accomplishment of unit missions. Serves as the principal author for local resource management policy development and publication. Interprets guidelines issued by the Office of Management and Budget (OMB), Congress, the Department of Defense (DoD), the United States Air Forces and Joint Services, the National Guard Bureau (NGB), and NGB/FMA and issues supplementary authoritative budget guidance. Serves as the principal budgetary advisor to senior leadership and top management personnel in maintaining balance, efficiency, and economy of operations to accomplish programmed objectives. Oversees budget formulation, validation, compilation, and submission, requiring the frequent contact with commanders, resource advisors, higher headquarters (ANG/FMA), and field counterparts. Reviews initial funding (programmed or received) and devises and carries out apportionment to base organizations ensuring financial continuity between fiscal years. Follows up on approved distributions by ensuring the prompt and accurate loading of fund targets to the accounting and supply systems, and by notifying the affected unit's resource advisor. Monitors the execution of the overall annual operating budget. Issues "Call" for unfunded requirements that meet ANG/FMA Budget Execution Review (BER) criteria ensuring timely notification, clear and concise instructions, and achievable "suspenses" for all required financial actions. Performs special studies and selective reviews of budgetary programs and procedures (e.g., conversions or mission changes/additions). Performs other duties as assigned.

  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Membership in the Colorado Air National Guard or eligible to transfer into the COANG.
  • Must hold the grade of E-5 thru O-2. *This is a commissioning opportunity. Applicant must commission to stay in position.
  • Submit all required documentation.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Incumbent shall comply with the requirements of the certification program.
  • Relocation Incentive is available for only current federal employees. Will need a current appraisal in good standing.
  • Eligible for a relocation incentive, the employee must have an appraisal from the prior with that’s a 3 or higher.
  • Recruitment Incentive is for employees newly appointed to a position or following a break in service of at least 90 days.

Qualifications

Military Grades: E-5 thru O-2. *This is a commissioning opportunity. Applicant must commission to stay in position. 1. Specialized experience will be used to determine qualifications for the announced position. 2. An applicant's RESUME must provide, in detail, how they meet each specialized experience listed below. 3. It must be documented with "from (mm/yy)" and "to (mm/yy)" dates and description of the specialized experience. 4. If education or a degree is required as part of the "Specialized Experience", you must include transcripts. DO NOT copy each bullet listed below word for word and place into your resume; you must describe your personal experience as it pertains to each bullet. You will be immediately disqualified if you fail to include specialized experience in your resume. Must have at least 12 months of experience in each of the following: 1. Broadening finance, accounting or audit program experiences in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements. 2. Experience training and guiding employees on finance programs and assigning tasks. 3. Experience balancing budget program work requirements, finance and budget program policies, and providing advice, mentoring, and direction on a wide variety and addressing employee performance issues. 4. Experience in structuring assignments that created effective and efficient procedures with measured and improved task processes. Relocation and Recruitment Incentives Eligibility: Recruitment-Employee newly appointedto a position or following a break in service of at least 90 days. Relocation-Current employee who relocates to accept a position in a new geographic area. If you are eligible for a relocation incentive, the employee must have an appraisal from the prior with that's a 3 or higher. Payments: Up to 25% of the annual rate of basic pay as of the beginning of the service period (includes locality pay/special rate supplement) multiplied by number of years (and fractions) covered by the service agreement. Subject to availability of funds and must be approved by TAG.
