This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Maintenance and Operations Manager, GS-1601-12 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Operations Division.

Duties

Administers the technical aspects of the Operations or Maintenance of the hydroelectric power plant, switchyard, Project power facilities, and associated structures. Exercises supervisory responsibility over the Operations or Maintenance personnel of the power plant. Oversees the technical aspects of the maintenance, repair, modification installation and testing of all mechanical, electrical, electronics, PPCS and communications equipment associated with the power plant and related project facilities. Helps lead the implementation of the established safety program with emphasis on safety regulations ER 385-1-1, EM 385-1-31 and OSHA. Administers the field implementation of the hydropower power plant training program. R

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • May be required to lift on occasion up to 25-35 lbs.
  • Incumbent must be able to obtain and maintain a state issued driver’s license.
  • Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: (1.) Assessing mechanical and electrical equipment, systems and structures for maintenance reliability associated within a power plant; AND (2.) Recommending repairs, equipment, or operating procedures to improve the maintenance reliability of equipment such as spillway gates, cranes, pumps, turbines or system failures; AND (3.) Prioritizing work by providing direction to personnel on the proper utilization of equipment or time frames of equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
