Duties
This Supervisory Transportation Security Specialist position is located in Policy, Plans and Engagement (PPE), Aviation Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Provides oversight in promoting and developing intelligence-driven, risk-based policy. Designs and defines efficient security policy development and processes, and ensures alignment of Transportation Security Administration (TSA) interests both internally and externally.
Develops new and revised policy documents, general guidance, security programs, amendments, regulations, directives, and emergency amendments. Draws on intelligence summaries and other reports to determine what risks are raised and/or mitigated by proposed policies, examines risks facing the various modes of aviation transportation, and designs policies that are operationally sustainable and appropriate for the risk.
Evaluates the impact and risk of proposed policies on core TSA operations and workforce, transportation operations, passengers, shipments, and other stakeholders, develops tools to weigh policy risk, cost, and other impacts, and performs work that is typically governed by established policies, procedures and organizational objectives that frequently leave room for discretion.
Engages operational components to gather relevant risk-reducing assessments and metrics to establish baselines of actual performance, engages industry leaders in developing/implementing measurable risk reduction strategies, and measuring risk reduction on current industry performance vs. standards and/or requirements.
Supervise and Manage staff sufficient to plan and communicate the organization's vision and objectives, set priorities, assign tasks and responsibilities, monitor and evaluates performance, coach and develop employee capabilities, approve leave, and taking, recommending, or approving corrective and performance/disciplinary actions as appropriate.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Providing technical advice or guidance on aviation transportation security laws, policies and regulations; and
Developing innovative new policy and/or revising existing policy documents (e.g. including guidance, amendments to security directives, and security programs and regulations); and
Identifying issues, discrepancies or inconsistencies with transportation security policies or procedures.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
