This position is in the USDA, Foreign Agricultural Service (FAS), Office of the Deputy Administrator Foreign Affairs, Global Services. This position serves as the Senior Director of Global Services and reports directly to the Deputy Administrator, of Foreign Affairs.
The incumbent serves as the Supervisory Program Manager responsible for managing the branches tasked with developing and directing overseas post management policies for the Foreign Agricultural Service, Foreign Affairs (FA).
Duties
The incumbent primary function is to assist high level officials in providing leadership and direction to the Agency on development and implementation of FAS policies, program alternatives, and matters related to overseas operations.
Analyzes urgent problems and issues; calls attention to potential advantages or disadvantages of
utilizing courses of action under varying situations; and recommends alternative actions as
solutions to problems.
Plans staffing needs and budget needs, anticipates changes in those needs over time and ensuring
that these changes are factored into future budget and resource decisions.
The incumbent plans, develops, and manages agency functions and implements effective enterprise architecture and governance that aligns with the agency's strategic plan and best practices for knowledge management.
Oversees the approval and implementation for overseas staff entitlements and relocation.
Conducts research, develops strategies to improve business practices, creates efficiencies, and
resolves operational issues.
Performs other duties as required to accomplish the major objectives and responsibilities of the
office
Requirements
- You must be a US Citizen or US National.

- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- Selectee must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
TO QUALIFY AT THE GS-15 LEVEL: Applicants must possess one full year (52 weeks) of specialized experience (equivalent to the GS-14 grade level) that demonstrates all of the following:
Supervising an organization, including establishing and implementing goals, assigning work to subordinates, evaluating performance, resolving complaints, and obtaining completed staff work from subordinates.
Planning, directing, and organizing work, making administrative and expert decisions, and evaluating work accomplishments.
Explaining and/or justifying findings and recommendations, and representing FAS to internal and external stakeholders, program participants, and USDA leadership.
Collaborating with stakeholders, other work units, and other government agencies to establish work priorities, implement programs and develop policy options, and to fulfill the mission of the agency.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
