The Cincinnati VA Medical Center is in search of an Assistant Nurse Manager (ANM) for GI/ Endoscopy. The Assistant Nurse Manager is a registered professional nurse who is accountable to the Nurse Manager functioning as an assistant with line authority in providing leadership, supervision, and direction to nursing staff. Performs delegated duties, i.e., customer service/patient satisfaction, safety, employee relations, standards of care and practice and regulatory standards.

Assistant Nurse Manager - Inpatient and Procedural:
In this key leadership role, the ANM assumes the responsibility to maintain patient safety, standards of care/practice and accreditation standards. The ANM models adherence to Veteran Health Administration (VHA) policies, standard operating procedures (SOP) and directives. He/she consistently demonstrates positive leadership and communication both within nursing service and with other departments. The ANM consistently demonstrates their commitment to maintaining and improving external / internal customer service and satisfaction. Responsibilities of the ANM include, but are not limited, to: functioning as a charge nurse with oversight of workflow, staffing, patient care issues and environment of care. He/she assists in preparing staff schedules and works with the Nurse Manager to identify and resolve staffing needs. In the absence of the Nurse Manager, the ANM assists with payroll (timekeeping). The ANM participates in applicant interviews. The ANM works closely with the Nurse on Duty (NOD) to promote appropriate, timely admissions and discharges. He/she assigns and verifies the daily checks of clinical / emergency equipment. The ANM participates in new product evaluations. He/she identifies supply issues and participates in resolution. In collaboration with the Nurse Manager, Logistics and SPD, the ANM contributes to ensuring appropriate levels of routine and specialty supplies.
In the role of clinical supervisor, the ANM serves as a mentor to new staff. He/she oversees the orientation of new staff, identifies, and addresses staff education needs. In collaboration with the nurse educator, the ANM assists in organizing unit in-services and the completion of staff competencies. He/she provides the nurse manager with peer reviews and contributes to the proficiency content. As a member of nursing administration, the ANM supports and contributes to the nursing service annual performance plan.
The ANM is a role model for professional behavior, developing and maintaining cooperative, collaborative partnerships with providers, colleagues, and ancillary departments to achieve common goals. In collaboration with the Nurse Manager, the ANM creates a positive work environment using relationship-based care principles and ICARE values. He/she participates on medical center committees and work groups to continuously improve the quality of care.
As the clinical supervisor and role model, the ANM stays current with advancements in nursing practice through seminar attendance, review of nursing publications, etc. He/she shares this information with staff and the nurse manager to promote practice improvements. The ANM is responsible for contributing to the establishment and implementation of evidenced-based practice. He/she provides ideas for process and program improvement / development and actively works toward achieving quality outcome measures. The ANM attends clinical rounds and interdisciplinary meetings as assigned. He/she contributes to staff meeting agendas and minutes publication. The ANM accepts the responsibility to ensure a safe and sanitary work environment and the proper function of medical equipment. He/she communicates with appropriate departments (EMS, Engineering, Biomed, OIT, etc.) in a timely manner to address deficiencies and tracks completion of action items.
Bachelor's degree in nursing preferred. Serve as an assistant with line authority to the unit Nurse Manager in providing leadership, supervision, and direction to nursing staff. Performs delegated duties, i.e., develops time schedules, completes performance evaluations, and initiates or recommends disciplinary actions, responsible for performance improvement, customer service/patient satisfaction, patient and employee safety, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards. Actively develops and manages collaborative partnerships with physicians and other clinicians.

Qualifications

Basic Requirements:
Citizenship: Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
English Language Proficiency: RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
Graduation from School of Nursing:
Graduate of a school of professional nursing approved by the appropriate State agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant.

4. License:
Condition of Employment. A registered nurse (RN) will have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. The appointing official may waive this registration if the RN is to serve in a country other than the U.S. and the RN has registration in that country (e.g., Philippines). The RN must maintain a current, full, active and unrestricted registration to continue employment with VA.
Nurse Practitioners and Clinical Nurse Specialists. On and after [March 17, 2009], registered nurses appointed or otherwise moving into these assignments must meet and maintain the following additional qualifications. This includes employees appointed before [March 17, 2009], who obtain such qualifications on or after [March 17, 2009.]
Nurse Practitioners. A nurse practitioner must be licensed or otherwise recognized as a nurse practitioner in a State, possess a master's degree from a program accredited by the NLNAC or CCNE, and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. (The certification must be in the specialty to which the individual is being appointed or selected.)
Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I, Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I, Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I, Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree.

Physical Demands:
Per VA Directive and Handbook 5019 - a physical examination will be conducted based on the physical requirements of the position. A physical examination prior to placement is required. The population of male and female Veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. The VA Medical Center is a major interdisciplinary teaching facility, serving medical, surgical, and neurological inpatients and outpatients. There is a large outpatient psychiatric population, with admissions for medical co-morbidities. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
BLS/ACLS Requirements:
Current certification in BLS is required for all staff providing direct patient care, and police. Additionally, current ACLS is required for patient care staff that work in specified or high-risk areas (SICU/ICU/CCU/MICU/PACU/ED/and all procedure suites using moderate sedation, etc.). If you are selected for a position which requires BLS/ACLS certification, you will be required to have proof of certification prior to being boarded for appointment with VA. If selected, obtain such certification to avoid any delays in the hiring process.
