Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing advice or counsel to employees on various matters; evaluating human resources or program management systems; managing or leading human resources projects; and communicating with internal and external stakeholders to explain and/or coordinate human resources decisions and recommendations.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Ability to advise and provide counsel to employees regarding policies, procedures, and directives.
Skill in explaining performance expectations to employees and providing regular feedback on strengths and weaknesses.
Ability to identify employee developmental needs and provide or arrange for training to maintain and/or improve job performance.
Knowledge of various functions related to human resources management, including workforce planning, training, outreach, performance management, recognition and awards, organizational development, labor and employee relations, and program performance objectives.
Skill in collaborating with various stakeholders to provide administrative coordination and overall technical guidance related to human resources management functions.
Ability to implement programs and materials that enhance employee knowledge and engagement across various areas, including labor and employee relations, staffing, classification, and benefits.
Skill in applying analytical skills, judgment, and discretion to resolve issues related to human resources management.
Ability to assist in the development and strategic alignment of human capital plans for serviced organizations and assist in implementing human capital activities that support achieving agency goals.
Skill in developing and/or managing social media content pertaining to recruitment and hiring, leveraging digital platforms to engage potential candidates.
Skill in written communication, sufficient to develop reports, make recommendations to stakeholders, and direct the development of standard operating procedures or other guidance documents.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
