About the Position: Serves as a Program Manager concerned with the overall planning, direction, and success of major programs, systems development efforts, and research technology initiatives that have great significance to the command's needs.
The pay band for this position, NH-4, is equivalent to GS-14 through GS-15. This position is subject to a salary control point equivalent to the GS-14, step 10 base salary,
Duties
Develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects.
Serves as a recognized program management technical authority and expert consultant for Non-Standard Missile System programs.
Responsible for understanding and actively supporting the Command's Affirmative Action/EEO Program, ensuring EEO principles are reflected in all aspects of personnel management.
Plans and initiates a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance.
Assess and provide strategic direction for resolution of mission-critical problems, policies, and procedures.
Requirements
- Must obtain and maintain a Secret Security Clearance during the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- A one-year supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
SPECIALIZED EXPERIENCE: One year of specialized experience which includes applying expert knowledge for the Non-Standard Missile system lifecycle management; determining appropriate products or services with International Partners to define project scope, requirements, and deliverables; communicating with senior command representatives to represent organization mission: resolving critical issues impacting program; developing long and short-range planning activities, identifying the abilities and capacities within the program; and establishing and monitoring milestone schedules, budgets, and costs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
