Duties

As a PROGRAM ANALYST you will be responsible for the following duties: - Leads or oversees projects and activities, controlling and managing project cost, schedule and risks across the total life-cycle. - Supports the development, production, deployment, and sustainment of systems, ensuring alignment and configuration of delivered products and services against stakeholder requirements, organizational goals, and governing regulations, protocols, and policies. - May serve as Contracting Officer's Representative (COR) by developing Statements of Work (SOW), understanding of contract clauses based on laws; policy, and procedures contained in Federal Acquisition Regulations (FAR), and other directives; Serve as technical liaison for the contract ensuring satisfactory performance and timely delivery of products and/or services; provides technical direction/clarification and guidance to contract specifications included in the statement of work. - Drafts, reviews and/or finalizes documentation to support IT acquisition activities. - Performs analysis, initiates projects and activities, and implements solutions to improve internal processes and procedures.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstration of Acquisition process knowledge. Orchestrating requirements, design/development/engineering, planning, execution, sustainment and/or project management. Leading projects from start to finish in direct support of mission success and acquisitions. Executing cost, schedule, and performance in support of acquiring capabilities for mission-focused programs. Specifically you will be evaluated on the following competencies: 1. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 2. Interpersonal Skills - Develops and maintains effective working relationships, especially in difficult situations. Engages and inspires others. Treats others with courtesy, sensitivity, and respect. Considers and responds appropriately to the needs and feelings of different audiences/ situations/cultures. Actively solicits feedback. Exemplifies professionalism, tact, and empathy. Strategic Thinking - Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders. 4. Program Planning, Review and Evaluation -Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results.
