Employee will serve as a Motor Vehicle Operator aligned within Veterans Transportation Services (VTS) located at the Veterans Healthcare System in East Orange, NJ.
Duties
The primary purpose of this position is to provide non-emergency medical transport services, logistical support services (i.e., pick-up supplies and materials), and fleet management support. Duties will include, but may not be limited to the following:
Operates sedans, station wagons, vans, and pickup trucks to transport patients, visitors, and officials.
Operates gasoline, diesel, or electronic powered wheeled vehicles to haul cargo and fuel, transport passengers, or to tow/recover equipment. Vehicles have a gross weight of 10,000 pounds which includes automatic transmission, power/manual steering, power/manual brakes.
Operates vehicles over Federal, state and county roads and city streets in all traffic conditions, including restricted traffic environments on government installations, over public roads and highways, or under cross-country conditions.
Loads and unloads vehicles by hand, sometimes with the help of other workers. Ensures cargo is protected, secured, and properly distributed to prevent damage or loss while in transit. Ensures equipment being towed does not exceed maximum weight allowed for the vehicle.
Performs operator maintenance (i.e., check fluid levels, air pressure in tires, clean and wash vehicle).
Completes trip tickets, accident reports, and vehicle logs.
When not assigned to motor vehicle duties, takes vehicles for preventative maintenance and/or car washes.
Duties require the ability to operate a two-way radio to maintain contact with the motor pool on trip distance/status.
Performs other duties as assigned.
Work Schedule: Required to work on variety tours of duty, including weekends and holidays and may require call-back and overtime.
DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

Qualifications
SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration.

SCREEN-OUT: Requires the ability to do the work of a Motor Vehicle Operatory without more than normal supervision. Experience includes: operating sedans, station wagons, vans, and pickup trucks to transport patients, visitors, and officials; operating gasoline, diesel, or electronic powered wheeled vehicles to haul cargo, transport passengers, or to tow/recover equipment; operating vehicles that have automatic transmission, power/manual steering, power/manual brakes; loading and unloading vehicles, ensuring cargo is protected, secured, and properly distributed to prevent damage or loss while in transit; reading and understanding road maps to determine the shortest and safest route for both short- and long-runs; performing operator maintenance on vehicles; and completing trip tickets, operator logs, and reports. PHYSICAL REQUIREMENTS: The employee exerts moderate physical effort in making couplings between vehicle and towed equipment because safety chains, tow bars, and hooks must be lifted and properly secured. Considerable physical effort may be required to change tires and make limited emergency repairs. Vehicles are operated in all types of traffic and weather conditions on public roads and there is exposure to the danger of serious accidents. Required to drive in heavy traffic and at highway speeds over complicate road and interchange system.
